The Role

The acquisition of conventionally-armed, nuclear-powered submarines is an historic and transformative endeavour for Australia. The whole-of-nation effort to safely and securely deliver the cutting edge nuclear-powered submarine program will transform Australia's economic and national security landscape for decades to come.

This is a unique opportunity to directly contribute to work that will impact Australia's strategic and Defence outcomes, and the delivery of a capability that will play a key role in the defence of our country. The Australian Submarine Agency (ASA) Finance Branch supports the Chief Financial Officer and the ASA through the provision of costing, financial and budget management advice to support the acquisition, sustainment and disposal of nuclear-powered submarines (NPS).

To effectively support the ASA, we are seeking individuals who thrive in a high paced environment, can work independently and as part of a team, and have great communication and interpersonal skills. As an APS5 Budget Officer working within the Budget and Reporting team, you will develop and strengthen your technical budget management skills, and be provided the opportunity to support entity wide decision-making through the provision of accurate, timely financial analysis and advice.

Reporting to the relevant Assistant Director, as an APS 5 Budget Officer you will:

• Support the management of the ASA's Budget Estimates, including the Nuclear Powered Submarine Program on behalf of Defence.
• Support the maintenance and reporting of timely and accurate estimates in Budget systems (CBMS and TM1).
• Assist with the delivery of key external budget publications, and development of internal operating and capital budgets, and undertake mid-year reviews in consultation with ASA Finance Business Partners.
• Undertake analysis of financial performance and forecasts to inform insights for the CFO to ASA Committees.

• An understanding of or demonstrated experience with Federal Budget Processes and the ability to work within relevant policy, legislative, and Commonwealth frameworks from both external and internal budget perspectives.
• An inquiring mind and the ability to undertake analysis of financial information to identify trends or anomalies and present the outcomes to key stakeholders.
• Excellent written and oral communication skills to professionally engage and respond to internal and external stakeholder queries.
• Well-developed interpersonal skills, with demonstrated ability to develop and maintain productive working relationships with internal and external stakeholders.
• Attention to detail and well developed organisation skills to manage competing tasks and priorities.
• Experience working with financial systems and well developed Microsoft Excel skills.
• Qualifications or relevant experience in accounting, commence, business and/or finance is highly desirable, as is progression towards a membership of a professional body.
