
Chief Financial Officer, Finance Branch

Finance Branch sits within Governance and Corporate Group and is responsible for overseeing the financial strategy, planning and performance of the department. This includes management of internal budgeting, forecasting, financial reporting, financial compliance and external budgeting, including preparation of the Portfolio Budget Statements.
Finance Branch provides strategic advice to the Executive Board and collaborates with teams across the department to deliver reliable, high-quality and trusted professional services that enable the achievement of the department's strategic outcomes. With a focus on delivering insightful analysis and strategic advice, the branch operates constructively in partnership with key stakeholders.
What You Will Do
As Chief Financial Officer (CFO), you will lead the financial strategy of the department to ensure long-term sustainability, agility and alignment with strategic priorities. You will:
- Provide authoritative financial advice to the Executive Board, supporting evidence-based decision-making and strategic resource allocation.
- Oversee budgeting, forecasting, financial reporting and the financial compliance framework.
- Drive financial reform and capability uplift across the department, embedding best practice and fostering a culture of accountability and innovation.
- Partner with senior leaders and operational teams to align financial planning with departmental outcomes, enabling responsive and resilient service delivery.
- Lead the Finance Branch with integrity and vision, cultivating high-performing teams and strengthening stakeholder relationships across the department and government.
- Champion ethical financial stewardship and continuous improvement, ensuring systems, processes and insights support strategic agility and operational excellence.
What You Will Bring
Our ideal candidate will perform at the SES Band 1 level in accordance with the PM&C SES Band 1 Performance model and demonstrate the APS-wide DRIVE Leadership behaviours.
Role
We are seeking an experienced, influential, and strategic leader to fulfil the role of PM&C's CFO. Our ideal candidate is someone who:
- Communicates effectively, builds trust and has strong stakeholder management skills to guide negotiations and influence outcomes.
- Demonstrates experience using financial information to identify organisational impacts and risks.
- Draws on financial management expertise to influence operational decision-making in a transparent and measured way.
- Has an understanding of Government decision making processes, relevant legislative frameworks and governance arrangements including the provision of shared services.
- Exercises strong judgement, initiative and professionalism to manage complex issues.
- Leads proactively and remains outcomes focused, consultative and collaborative.
- Is a Chartered Accountant (CA)/Certified Practising Accountant (CPA) or equivalent and have expertise in financial management, governance, procurement and financial frameworks.
Integrity and Work Health and Safety
SES leaders are required to exercise the appropriate powers, authority, delegations and discretions under the relevant legislation including the Public Service Act 1999 (PS Act) and the Public Governance, Performance and Accountability Act 2013 (PGPA Act). SES leaders must demonstrate the highest levels of integrity and uphold and promote the standard of behaviour set out in the APS Values , the APS Employment Principles and the APS Code of Conduct . SES leaders must also disclose any actual or perceived conflicts of interest.
SES leaders may be considered Officers under the Work Health and Safety Act 2011 (WHS Act). To fulfil their duty under the WHS Act, Officers must exercise due diligence to ensure PM&C complies with its work health and safety duties and obligations. It is PM&C's expectation that all SES Leaders act in a way that is consistent with the obligations of an Officer under the WHS Act.
Identified Position
Required
This position has limited contact with Aboriginal and Torres Strait Islander peoples, communities and service providers, but is still required to have the capacity and willingness to further develop these skills. You will require capacity to attain cultural competency, including:
- understanding of the issues affecting Aboriginal and/or Torres Strait Islander peoples,
- ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander peoples, and
- willingness and commitment to continue to develop cultural competency.

Eligibility
- Under section 22(8) of the Public Service Act 1999 , employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen by the completion of the recruitment process, except under exceptional circumstances.
- The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level.
- The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS.
