The Opportunity

Newcastle Anglican has a great opportunity for a professional Contract and Procurement Officer to join the Finance team. You will play a key role in ensuring the effective and efficient management of Newcastle Anglican's procurement and contracting processes. This includes coordinating the tendering and contracting processes to meet commercial, regulatory and ethical standards, and managing contract compliance and renewals.

This is a permanent Full-Time vacancy.

Role & Responsibilities
  • Coordinate the compilation and rollout of the internal Capital Expenditure Budget.
  • Lead, direct, prepare and coordinate Tendering & Contracting to ensure tenders and contractual documentation are prepared and processed effectively, efficiently and in a manner that meets the commercial needs of Anglican Care while complying with policy, regulatory, probity and ethical requirements.
  • Administer contract compliance, reporting and relationships and continuous improvement initiatives.
  • Maintain the contracts database and action contract renewals in a timely manner.
  • Maintain records of contractors' insurances and criminal record checks (CRC's) in relation to organisational agreements. This excludes contractors that are requested by Home Care clients, that Anglican Care do not have an agreement with.
  • Select reliable sources of supply, engaging complementary suppliers and working with key suppliers to improve value delivered to the organisation.
  • Implement a standard range of core products to increase efficiency and cost benefit.
  • Assist in budget preparation, including advice surrounding contracted services, rates etc in place across the organisation.
  • Maintain programs for vendor analysis and cost reduction thereby improving the efficiency and effectiveness of the procurement process.
  • Conduct frequent analysis of expenditure across the organisation, including internal relativities, to ensure resources are managed effectively and efficiently.
  • Develop and implement (after relevant approval processes) Procurement policies and procedures and deliver staff training across the organisation.
  • Oversee Purchasing system (PurchaseCare) and maintain/provide training for staff as required.
About you
  • Tertiary qualifications in Finance, Business or a related field
  • A current Working with Children check (with clearance to work with children)
  • National Police Check (the Diocese will consider the relevance of any reported outcomes).
  • NDIS Workers clearance.
  • Previous experience in a procurement, tendering and/or contracting environment.
  • Knowledge of procurement concepts, processes and tasks.
  • Demonstrated competence in PC Applications software, e.g. Word, Excel, Contract Administration Applications and Integrated Business systems.
  • Experience working in the health, aged care or community services sectors, or demonstrated understanding of the sectors (desirable).
