About the Property and Leasing team

The Property and Leasing Team comprises a Coordinator and a Property and Leasing Officer, who together ensure the effective delivery of Council's property management services. Acting as custodians of Council's land and building assets, the team:

  • oversees leasing arrangements with over 90 community and commercial tenants
  • manages Council's own occupancy at more than 20 sites
  • manages the acquisition and disposal of land for and on behalf of Council; and
  • provides property advice to both internal and external stakeholders

The team sit within our Legal, Risk and Governance Department which includes inhouse lawyers, risk managers and governance professionals. A benefit of being part of this department is that it will help build your exposure and knowledge to other legal, risk and governance areas and could provide opportunities for further professional development.

About the role

As our Property and Leasing Officer, you'll be responsible for the day-to-day management of Council's property and leasing portfolio,

You'll be the go-to person for lease and licence management and administration, working closely with community groups, sporting clubs, and internal teams to negotiate agreements, inspecting properties, and helping tenants meet their obligations.

You will also be providing general property advice which includes helping to administer our road discontinuance and sales process, carrying our property title searches, providing technical property advice to staff and residents and getting involved in general property projects or working groups.

The work that you do will directly support the services and spaces that bring our community together and what makes Glen Eira a great place to live, work and visit.

  • Assisting in the negotiation of new leases and licences, both from a landlord and tenant perspective.
  • Managing Council's Lease Register and ensuring its accuracy and compliance.
  • Managing all day to day operations with Council's tenants, including leading our annual lease inspection program (including follow up of non-compliance issues), providing landlord consent for capital improvements or repairs and ensuring lease or licence renewals are carried out in a timely fashion.
  • Processing of rental invoices and other property related invoices.
  • Providing technical property advice including carrying out title searches and reviewing title plans and plans of subdivision.
  • Helping administer the discontinuance and disposal of Council's rights of way and reserves.

About you

You are a proactive and detail-oriented professional with a strong background in property management, particularly with community-based tenants. You possess excellent communication and negotiation skills and are capable of working independently and collaboratively. You are committed to delivering high-quality service and have a passion for supporting the community.

To succeed in this role, you will ideally have:

  • Experience in engaging with the community and conducting consultations on property-related issues.
  • Sound understanding and experience in the property administration area.
  • Ability to carry out Title searches and read and interpret these.
  • Experience preparing and interpreting lease and licence agreements and carrying out lease inspections.
  • Experience in the discontinuance and sale of roads (right of ways) and reserves.
  • Knowledge of property-related regulations and requirements including the Local Government Act 1989 and 2020.
