Carclew, a leader in nurturing young artistic talent for over 50 years, invites Expressions of Interest (EOIs) from thought leaders to contribute to the future of youth arts funding in South Australia. We are launching two initiatives—the Early Creative Careers Review and the Carclew Grant Program Review—to reshape our support for emerging artists.
With government backing, we are expanding our grant programs and seeking consultants who understand that creativity is an essential tool for solving societal challenges. This work aligns with key government strategies, including the upcoming SA Cultural Policy and Revive.
We are offering two exciting opportunities to submit EOIs for consultant roles:
Elevate the Future of Early Careers – Consultant for Early Careers Review in South AustraliaCarclew has a proud history of supporting early creative careers. As the creative industries evolve, it's time to reassess the best ways to support emerging talent.
As the Early Creative Careers Review consultant, you will be responsible for reviewing both previous and current Carclew programs, conducting a sector analysis to identify opportunities for artists and creatives, and pinpointing gaps within the current landscape. Additionally, you will propose new strategies to amplify opportunities and create more pathways for young creatives in South Australia.
To drive this review, the successful consultant will be a highly analytical professional with expertise in early creative careers and the arts sector. They will demonstrate the ability to work independently while effectively utilising Carclew's resources and support. The ideal candidate will possess extensive knowledge of early career policy and development, coupled with proven experience in the delivery of youth and early career creative programs.
Reimagining Funding – Consultant for Carclew Funding Programs ReviewThe Carclew Funding Program Review will explore how our funding can be more inclusive, innovative, and impactful. With increasing competition for government funding, we need a sustainable, forward-thinking approach to arts investment that ensures young artists thrive.
The Funding Program Review consultant will be responsible for reviewing state and national best practices in arts funding programs, engaging stakeholders through a purpose-built survey, and analysing entrepreneurship and innovation funding. Additionally, the consultant will develop strategies to increase engagement with seldom-heard voices, assess the feasibility of programs such as the Children's Grant, Youth Grant-Giving Return of Scholarship, and Pay What It Takes as potential models for Carclew, and identify and present case studies to expand the grant pool.
The ideal candidate will be an analytical thinker with a deep understanding of arts funding policy and development. They will have a proven track record in grant giving, policy making, or writing, and possess comprehensive knowledge of the arts sector at the state, national, and international levels, particularly in relation to funding models. As a motivated self-starter, the successful candidate will be able to work independently while effectively leveraging Carclew's resources and services, including marketing support, access to programs, and staff expertise.

To submit your EOI:
Interested consultants are invited to submit an EOI addressing the following:
- A cover letter outlining your interest and suitability for the project.
- A brief proposal, including methodology, timeline, and budget estimate.
- CV
- Contact details for two referees.
*Carclew acknowledges the breadth of scope for this work and the limited timeframe and budget. Consultants are asked to address this in their response to ensure reasonable expectations are met for the outcomes provided.
Joint submissions for both Carclew Funding Programs Review and the Carclew Early Careers Review will be accepted.
