About the PBO:
The Parliamentary Budget Office (PBO) is a small department of the Parliament with around 45 staff. Our purpose is to inform the Parliament by providing independent and non-partisan analysis of the budget cycle, fiscal policy, and the financial implications of policy proposals. Our vision is to enrich Australia's democracy through independent and budget and fiscal analysis.

About the team:
The Business Services team provides essential support services to enable the PBO to operate effectively and efficiently. This includes finance, human resources, governance, risk, audit, ICT, communications, information management, security, and overall office management and administration functions.
The PBO's payroll and financial transaction services are outsourced to the Department of the Senate, and ICT and physical security services are provided by the Department of Parliamentary Services. Overseeing these relationships is a key aspect of this role.
This team is one of two within the Corporate Strategy Branch, with the other responsible for external engagement, communications, and performance reporting. Both teams report to the Chief Operating Officer.

The position:
The PBO seeks a dynamic and motivated individual for the role of Director - Business Services. The successful candidate will manage and lead a small team delivering business services to a small, agile organization. They will have operational experience in administration, governance, HR, or finance, preferably at the Commonwealth Government level, and demonstrate the ability to learn quickly, work collaboratively, and manage ambiguity.

The successful candidate will leverage strong leadership, stakeholder engagement, and communication skills to support and coach staff, ensuring high-quality outcomes across functional areas, and achieve results within deadlines. Given the broad responsibilities of the small team, adaptability and collaboration are essential, along with management, organizational, and administrative skills, including overseeing outsourced services.

Leading a small team within an organization of around 45 staff requires flexibility and the ability to deliver high-quality outputs under tight deadlines, while also guiding and supporting your team and the broader organization.

The key duties of the position include
  • Supporting the Chief Operating Officer in delivering the Branch's priorities, enabling the PBO to fulfill its functions, and managing the office's administration.
  • Leading governance and compliance activities, including:
    • Preparing for Senate Estimates and coordinating responses to questions on notice.
    • Managing the agency's Audit and Risk Committee, including drafting papers, briefs, and correspondence.
    • Ensuring effective risk management.
    • Coordinating internal and external audit activities.
    • Monitoring and reporting on compliance with policies and legislation.
  • Overseeing financial obligations, including:
    • Annual financial and Portfolio Budget Statements.
    • Internal budget preparation and execution.
    • Financial data input into the Department of Finance's system.
    • Maintaining an effective internal control environment.
  • Managing strategic human resources activities, including workforce strategies, performance management, and recruitment.
  • Maintaining the agency's corporate policies and procedures.
  • Supporting effective use of technology and promoting good information management practices.
  • Providing leadership, technical expertise, and supervising the team.
  • Building and maintaining relationships with internal and external stakeholders, including managing outsourced services.
  • Performing other duties as required.
