Carbal Medical Services (Carbal) is a Not-For-Profit, charitable organisation providing culturally safe, comprehensive health services to Aboriginal and Torres Strait Islander communities across Toowoomba, Warwick, and surrounding regions.

Our services include two clinics and a range of community health programs, delivered across the Darling Downs, Southern Downs, and Goondiwindi regions.

Position Overview

This leadership role offers an exceptional opportunity to contribute to Closing the Gap through the smooth and culturally safe operation of a high-demand Aboriginal Medical Service. You will use your skills to lead people, optimise patient care delivery, and support culturally appropriate services for the local community.

The Clinic Manager – Toowoomba will be responsible for the day-to-day management of our Russell Street Clinic. This is a senior leadership position requiring both clinical and administrative expertise to ensure high standards of service delivery, compliance, and team coordination.

This role reports to the Clinics Operations Manager – Toowoomba and Warwick Clinics and works closely with the Assistant Manager – Toowoomba Clinics to support our multidisciplinary team.

Key Responsibilities

Lead and manage day-to-day operations of the Russell Street Clinic

Supervise, support, and develop administrative and clinical staff

Ensure smooth and efficient patient flow and clinic workflows

Maintain compliance with clinical and operational standards and policies

Oversee Medicare and private billing processes.

Support quality improvement and accreditation activities

Foster positive relationships with patients, families, and community stakeholders

Provide nursing leadership and clinical support where required

Current AHPRA registration

Minimum of 3 years' experience in Practice or Clinic Management

Demonstrated leadership and people management capabilities

High-level organisational, communication, and problem-solving skills

Proficiency in practice management software and Microsoft Office

Strong understanding of Medicare billing, clinical compliance, and accreditation

Demonstrated understanding of health issues affecting Aboriginal and Torres Strait Islander communities

Ability to work effectively in a dynamic and culturally diverse environment

Demonstrated ability to self-manage workload, meet KPIs, and report outcomes

Current CPR certification

Valid QLD C-Class Driver Licence

Ability to obtain and maintain a Blue Card and National Police Check
