About the organisation

Lowitja Institute is Australia's only Aboriginal and Torres Strait Islander community controlled health research institute, named in honour of its patron, the late Dr Lowitja O'Donoghue AC CBE DSG, working for the health and wellbeing of Australia's Aboriginal and Torres Strait Islander peoples by facilitating high-impact quality research and knowledge exchange, and by supporting a new generation of Aboriginal and Torres Strait Islander health researchers.

About the role

The Program Manager, Policy will lead a dynamic team driving policy and advocacy initiatives that support Aboriginal and Torres Strait Islander health and wellbeing. This senior leadership role oversees strategic policy projects, fosters collaboration across teams, and ensures alignment with the Institute's 2024–2027 Strategic Plan. The Program Manager will play key role in shaping policy contexts, translating research into practice, and strengthening the Institute's influence through innovative and impactful work.

About you

You will be a strong leader with a deep understanding of Aboriginal and Torres Strait Islander health contexts and a commitment to cultural safety. Your experience in policy development, research, or project management will be matched by your ability to lead high-performing teams and build meaningful relationships across sectors. You'll bring strategic thinking, excellent communication skills, and a passion for driving positive change through evidence-based advocacy.

Selection Criteria

  • Demonstrated understanding of the health and wellbeing of Aboriginal and Torres Strait Islander peoples, including a strong commitment to cultural safety and the ability to communicate effectively with Aboriginal and Torres Strait Islander communities.
  • Experience in two or more of the following areas: policy development, research and evaluation or project management, with a clear understanding of jurisdictional policy cycles, production, impact and evaluation.
  • Proven ability to lead and collaborate with diverse personnel, including experience supervising staff and fostering a culturally safe and high performing team environment.
  • Strong conceptual, analytical, negotiation and problem-solving skills.
  • Excellent written and oral communication skills, with demonstrated ability to produce high quality reports, briefs and advocacy materials.
  • Well-developed organisational and administrative skills, with the ability to manage competing priorities and meet deadlines under pressure.
  • Ability to work both independently and as part of a team, and to undertake interstate travel and work outside standard hours as required, including holding a current Working with Children/Vulnerable People Check (or equivalent).
