Strategic Shipbuilding Agreement (SSA)

We are on our path towards becoming the Commonwealth's "Strategic Shipbuilder" in the West, aiming to be in contract for the Strategic Shipbuilding Agreement (SSA). The SSA will establish an overarching program which enables the design and build of vessels at the Henderson Shipyard. The objective of the SSA is to possess the capacity and capability to initially deliver Landing Craft Medium & Heavy for the Australian Army in supporting continuous naval shipbuilding in WA.
The SSA is about establishing the capability within the Henderson Precinct, and Western Australia, to continuously build vessels for the Commonwealth. It will be led by Austal and will require the engagement of local industry, supply chain, and workforce to be successful.

About the Opportunity
The Program Controls Manager is a key position within the Enterprise Project Management team. Responsible for establishing the overarching controls framework for the Strategic Shipbuilding Agreement (SSA) and its constituent programs and projects. As a key member of the SSA leadership team, this role reports to the Head of Enterprise PMO. Additionally, you will be:
- Ensure future costs are accurately forecasted.
- Develop the strategy for program controls management for the SSA.
- Establish, monitor, and control program performance measurement baselines (PMB) for SSA transformation programs.
- Develop and manage program budgets and forecasts in alignment with program financial and performance objectives.
- Ensure the controls framework is designed and operationalised in accordance with Commonwealth of Australia and Defence including all processes, data workflows, and supporting artifacts.
- Integrate schedule management controls with controls for budgeting and cost, scope control, resource control, and risk management to ensure a cohesive overarching program controls system for the SSA.
- Develop controls capability across cost, scope, pricing & estimation, resource management and program change variation as part of an Earned Value Management System (EVMS).
- Development of processes for baselining of cost, resources, and scope in accordance with Australian Standards and CoA requirements.
- Ongoing updates to leadership and stakeholders on SSA program status and forecasts harnessing all controls across schedule, budget, cost performance, and risks.
- Prepare and present monthly, quarterly, and ad-hoc reports in accordance with requirements of the SSA Performance Measurement and Management Framework.
- Ensure resource planning and optimisation across SSA governance and delivery teams is effectively controlled in alignment to delivery management under Austal's SSA with the Commonwealth of Australia (CoA).
- Implement best practices in program controls, drawing from industry standards, lessons learned, and team feedback.
- Responsible for developing a sustainable program controls capability that will support the objectives of the SSA at project, program, and portfolio levels.
Skills and Experience
- Tertiary financial management qualifications.
- 5-10 years' experience in a similar leadership role.
- Excellent demonstrated leadership in building frameworks and leading organisations through complex controls change.
- Expertise in building education and awareness among project delivery personnel and subject matter stakeholders.
- Expertise in designing controls workflows and data sets to support an EVMS across systems.
- Leadership skills at a senior level.
- Experience in managing and/or implementing Earned Value Management Systems.
- Experience in Primavera 6 (desirable).
- Experience in IFS (desirable).
- Experience in a defence controls environment (desirable).
- Complex contract experience (desirable).
Security Clearance roles only: Due to the Security Clearance required for this position, applicants must be an Australian Citizen and eligible to obtain and uphold a Baseline Security Clearance through the Australian Department of Defence.
