The RoleThe overall purpose of the Procurement Lead position is to provide a broad range of operational services related to the procurement of goods and services and the management of contracts to enable the efficient and effective operation of Anglicare Southern Queensland. The position plays a dual role of delivering hands-on procurement services while leading strategic sourcing initiatives and managing a small procurement team.
The role oversees two direct reports and provides contractor management oversight, ensuring all activities align with the organisation\'s Procurement and Contractor Management Frameworks.
While the accountability for spend lies with the operational budget holders, the Procurement team will work collaboratively at a cross-functional level with operational budget holders to assist them in achieving their purchasing requirements effectively, with minimal risk, within budget and in line with the agreed procurement framework.
This role is a Full Time 12 Month Fixed Term Contract.
Some duties of the role include, but are not limited to;
- Deliver day-to-day procurement functions, including sourcing activities, quotations, tendering, evaluation, purchase order creation, and contract administration.
- Respond to internal procurement requests and ensure timely and compliant procurement support for business units.
- Maintain procurement documentation and systems in accordance with audit and reporting requirements.
- Lead high-value and complex procurement projects aligned to organisational priorities and strategic objectives.
- Develop procurement plans, tender documentation, and evaluation strategies.
- Negotiate commercial terms and finalise supplier contracts in collaboration with legal and business stakeholders.
- Contribute to the continuous improvement of the procurement policy, tools, and templates.
- Provide oversight of contractor onboarding, engagement, and performance monitoring, ensuring alignment with the Contractor Management Framework.
- Work collaboratively with operational teams to ensure contractor compliance with safety, insurance, and performance standards.
- Support reporting and escalation of contractor risks, issues, or breaches.
- Promote awareness and consistent application of contractor management processes across the organisation.
- Extensive experience managing both routine and complex procurement activities in a regulated and public-sector context.
- Strong knowledge of procurement and contractor management frameworks, standards, and regulatory requirements.
- Demonstrated ability to lead and develop a small team and foster a culture of accountability and service excellence.
- High-level skills in stakeholder engagement, negotiation, and commercial acumen.
- Sound understanding of risk, compliance, and probity in procurement and contractor engagement.
- Strong written and verbal communication skills, including preparation of reports, documentation, and briefing materials.
- Experience with procurement and contract management systems.
