Chief Officer – Regional Growth and Infrastructure

Armidale Regional Council is seeking a visionary and values-driven leader to join our Executive Leadership Team as Chief Officer – Regional Growth and Infrastructure (RGI).

This is a rare opportunity to lead the delivery of landmark projects that will define the future of our region – from securing long-term water security and treatment capacity, to enabling growth through transformative infrastructure initiatives.

About the role

As Chief Officer – RGI, you will:

  • Lead a newly established division created to capture, develop, and deliver the region-building initiatives essential to sustainable growth.
  • Drive delivery of complex, multi-million-dollar projects, including water security, sewer treatment, transport, and other critical regional infrastructure.
  • Provide executive-level leadership, governance, and oversight to ensure projects are delivered on time, on budget, and to the highest standards.
  • Build and nurture a high-performing team of professionals, contractors, and consultants in a collaborative, agile environment.
  • Represent Council as a key leader in shaping the New England Renewable Energy Zone and broader growth agenda.
About you

You are a highly experienced project leader and engineer, with:

  • Demonstrated success in delivering complex, high-value infrastructure projects.
  • Strong technical expertise in engineering and project management, underpinned by formal qualifications.
  • Proven ability to navigate government, regulatory, and stakeholder environments with confidence.
  • A values-based leadership style that builds trust, empowers teams, and creates a culture of accountability and innovation.
  • The strategic vision to see the big picture and the resilience to deliver in a complex, high-stakes environment.
  • Be part of a forward-thinking Executive Leadership Team that values collaboration, integrity, and impact.
  • Lead projects that will secure the future of our region and community.
  • Work in an organisation that fosters innovation, professional growth, and strong workplace culture.
  • Enjoy the lifestyle benefits of living in the New England region – a vibrant community, outstanding natural environment, and a great place to raise a family.

This is more than a job – it's a chance to leave a lasting legacy for the people of Armidale and the New England region.
