Transport Services is a Group within the Department of Transport & Planning and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians.

Network Operations is a Division within Transport Services Group and is responsible for ensuring the safe, efficient and reliable operation of Victoria's Transport Network. The division continuously strives for better transport outcomes for all Victorians, every day.

About The Role

The team mitigates and relieves congestion by providing safe and effective on road management for traffic incidents, accidents, spillages and any emergency that effects the flow of traffic on Melbourne metropolitan freeways and arterial roads. With the importance of these road links and current levels of traffic demand, many incidents now lead to major traffic disruptions and involve significant interactions with other agencies as well as various sections within DTP.

The role involves supervising staff during shifts, providing guidance and offering support during incidents. It plays a key role in promoting a strong, collaborative team culture within the organisation, where open communication and mutual respect are encouraged. The role also monitors the safety and well-being of staff on shift, ensuring compliance with processes and procedures and maintaining a supportive work environment.

Additionally, the role requires demonstrating and upholding Public Service values, leading by example, and creating an environment where these values are consistently reflected in everyday work practices.

Key Selection Criteria

To be successful as a Senior Incident Response Officer, you will need strong problem-solving and critical thinking skills to interpret guidelines, assess complex situations, and take decisive action—independently or in consultation with others. You'll gather relevant information to support informed decisions and apply sound judgment under pressure.

Effective stakeholder management and interpersonal skills are essential, including the ability to understand diverse perspectives, tailor communication, and maintain service quality. You'll actively engage with stakeholders, build constructive relationships, and respond to their needs while ensuring satisfaction and collaboration across teams.

You'll also contribute to resource planning and people management, supporting team performance and wellbeing while aligning with public sector values.

Your ability to adapt to change, communicate its purpose, and help clarify uncertainty will be key to leading and responding effectively in dynamic operational environments.

Position accountabilities

  • Supervise the actions of members of the Incident Response Services (IRS) team.
  • Provide sound advice to team members in dealing with incidents.
  • Actively contribute to a just safety culture across IRS
  • Represent Department of Transport when handovers are required on site for Internal and external stakeholders
  • Identify incidents which have the potential to cause serious traffic or safety issues.
  • Arrange for the provision of appropriate resources to manage incidents.
  • Coordinate Department of Transport and Planning resources at the scene of major incidents.
  • Liaise with internal and external stakeholders' other government agencies and resources to optimise outcomes and minimise community impacts from incidents.
  • Coordinate internal debriefings.
  • Demonstrated ability to respond logically and quickly to rapidly changing and potentially hazardous situations relating to transport network.

Qualifications And Experience

Desirable
  • Experience relevant to the accountabilities and capabilities of the role.
  • Have undertaken an operational role previously.

Role Specific Requirements
  • Driver's License
  • Shift work is required.
  • Involve evening or weekend and Public Holiday including occasional overnight travel.
  • This is an operational role.
  • First aid Certificate

Pre-employment checks and employment conditions

All new appointments to the department will be subject to a National Criminal Records Check, Misconduct Screening, and a Qualification Check where there is a requirement for a mandatory qualification. Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa necessary for the nature of the position.

Recipients of Victorian Public Service (VPS) voluntary departure packages should note that re-employment restrictions apply.

Non-VPS applicants will be subject to a probation period of six months.
