Scope
The Approval Person for Lifting Operations (APLO) serves as the Lifting Technical Authority (CPLO level 3) for all lifting and handling activities within the company. The role supports various operations, including Logistics, Projects, and Drilling, and coordinates with stakeholders such as EPCC and Service Providers. The APLO ensures compliance with company rules and the LMS in Papua New Guinea. The APLO is accountable for the health and safety performance of all sites and lifting and handling operations. The role is based in Port Moresby, with technical reporting to the Lifting Expert at LSO/One Tech.
Responsibilities- Serve as the Lifting Technical Authority for the affiliate and project.
- Ensure the implementation and application of the company's rules and Lifting Management System (LMS).
- Review engineering calculations for complex and complicated lifts.
- Approve lifting plans for complex operations and attend Category 3 lifts.
- Conduct internal and external audits and reviews, highlighting major findings and ensuring they are addressed.
- Verify the condition of lifting appliances and evaluate their on-site use.
- Participate in incident and accident investigations.
- Coordinate with HQ entities and other departments.
- Target a "zero incident" goal in the lifting and handling discipline.
- Identify and implement all applicable international and national HSE regulations.
- Promote and supervise preventive and corrective action plans to ensure personnel safety, environmental protection, and equipment integrity.
- Participate in investigations of lifting and handling incidents and accidents.
- Maintain handling and lifting HSE statistics in cooperation with Health & Safety.
- Assess and provide professional opinions on contractor lifting specialists and site lifting superintendents.
- Develop and assess the knowledge of the lifting and handling team.
- Coach and mentor site personnel involved in lifting and handling operations.
- Propose additional training for personnel when necessary.
- Prepare weekly and monthly APLO reports, as well as any ad-hoc reports requested by management.
- Report incidents and HIPOs (High Potential Incidents) to the HQ Lifting Authority for REX+ (experience feedback).
- Bachelor's degree in an Engineering discipline.
- Minimum of 10 years of experience in lifting and handling operations in a supervisory capacity.
- A minimum of 10 years of experience in the Oil and Gas Upstream Industry.
- Experience holding positions that require a high level of commitment to the safety and welfare of the workforce.
- Experience in creating or writing Lifting Management System documents, procedures, and instructions.
- Thorough knowledge of international standards, such as UKOOA, BS, LOLER, and NORSOK.
- Knowledge of the client's Lifting Referential.
- Thorough knowledge of all types of cranes, forklifts, and lifting operations.
- Leadership and organizational skills in a multicultural environment.
- Advanced written and spoken English.
- Good knowledge of Microsoft Office Package (Excel, Word, PowerPoint, etc.).
- Knowledge of AutoCAD is a plus.
- Valid OPITO BOSEIT & H2S training certificate.
- Valid OPITO LOLER Competent Person (LCP) training.
