The UNSW IT Change Practice Team provide change management expertise and advice to project teams, uplifting the maturity of the design and implementation of change management initiatives across the IT investment portfolio and creating greater visibility of the level and impact of change within and across the university. The Policy Implementation Lead is the stream lead for the implementation of the Information Governance Policy (IGP) for UNSW in 2025. The role is responsible for the development and effective implementation of the Information Governance Policy and related information management change strategies, with strong project management, business analysis and organizational change elements. These strategies will support successful adoption of policy changes for staff and students across UNSW, as part of the UNSW Data Risk Management portfolio and UNSW Governance Policy Transformation Project.

Specific accountabilities for this role include:

  • Lead the Information Governance Policy (IGP) stream of the Data Risk Management Program (DRMP), working closely with the Data Program change team, DRMP team and UNSW governance function to ensure alignment with people, processes and systems, especially in relation to impacts of the IGP.
  • Lead, plan, implement and manage the IGP project stream, conduct business analysis, support change strategies and tasks from inception to completion (on time and within budget).
  • Lead and develop an Information and Data Governance framework with the Chief Data Officer (and their delegate), integrating the body of knowledge (process), organisation (structure) into an Information Governance business process.
  • Lead and undertake detailed impact assessments and use the insights to tailor the delivery of change management interventions, including consideration of the UNSW change landscape and existing activities.
  • Provide reports to ITPMO and EPMO and conduct end-to-end process reviews and benefit identification for a range of stakeholders both centrally and in Faculties / Divisions.
  • Lead the identification and management of change-related risks and issues (people, operations, organisational), including impacts associated with the policy change, development of mitigation plans with associated costs and benefits.
  • Lead, scope and oversee a plan to collaborate and communicate effectively with a broad range of stakeholders, demonstrating expert negotiation skills that promote acceptance of new business processes in support of adoption of technology changes.
  • Support the UNSW Leadership Team (e.g., Faculty Executive Director, Dean, Heads of School, business unit Directors) to effectively deliver leader-led change communications.
  • As part of the DRMP leadership team, develop strategic plans, manage, track and report on the status and sequencing of project stream deliverables to ensure time, cost and quality metrics are in line with approved project stream plans.
  • Manage project stream and related program dependencies, risks, issues, change requests and work with the project team to ensure appropriate arrangements and solutions are in place, in consultation with the Data Program Change Lead & DRMP Program Manager.
  • Manage internal stakeholders, identifying, and reporting issues and risks/resistance to the project leads on the performance of internal stakeholder management against agreed plans to ensure effective stakeholder engagement and proactive issue resolution.

Skills and Experience

  • Tertiary qualifications in a relevant discipline and / or solid experience in delivering effective project management, business analysis and/or change management in large scale projects including changes to people, structures, technology, process, finance, and operations.
  • Effective self-leadership, interpersonal and communication skills, and importantly, the ability to influence stakeholders.
  • Senior Stakeholder Experience: have credibility and confidence to present and interact with senior executives and stakeholders.
  • Excellent communication and interpersonal skills, with the ability to collaborate with senior stakeholders and influence decision-making.
  • Strategy development and target operating models, be able to contribute and advice in relation to the new information and data governance framework and future related operating model.
  • SME experience of the performance management frameworks that drive accountability and improvement.
  • Demonstrated experience of working with project management framework/s, including linking this with change management deliverables.
  • Capacity to plan to achieve priority outcomes and respond flexibly to changing and at times ambiguous environments; ability to work systematically to resolve problems, identify causes, anticipate implications, and make informed decisions.
  • Experience in designing and applying fit-for-purpose project management & change approaches and deliverables; an understanding of the context and culture of the higher education sector (preferred but not essential).
  • Ability to work in a highly adaptable and consultative manner, working in a collaborative way to deliver the best outcomes.
  • Excellent time management and organizational skills with the ability to navigate through competing deadlines.
  • Experience of working with 3rd party vendors and commercial agreements.
