About the opportunity We have a permanent, ongoing full-time opportunity for a Senior Legislation Advisor to join Energy Safe's Regulatory Policy and Legislation Team You will contribute by: Monitor the energy safety legislative framework and track issues where it may be appropriate for Energy Safe Victoria to advocate for legislative reform.
Develop issues papers to support legislative reform proposals, including identifying options and recommended solutions.
In collaboration with operational areas within Energy Safe Victoria, develop responses to legislative reform proposals arising from other agencies and state and commonwealth governments.
Review and provide feedback, through DEECA, on draft legislation and regulations.
Prepare briefing papers for Energy Safe and DEECA senior executives and committees.
Develop legislative instruments required under the energy safety legislative framework.
Develop statutory guidance to inform the public on how we exercise our regulatory powers.
Provide advice on legislative issues and legislative change processes.
Support the Legislation Manager on legislation reform tasks to influence and shape the energy safety legislative framework consistent with our strategy.
Other responsibilities as required by the Legislation Manager.
To be successful, you'll have: Relevant tertiary qualifications in public policy, law, commerce, economics or a related field.
Demonstrated ability to review, analyse and develop legislation.
Ability to work collaboratively with legal and other subject matter experts to deliver legislative reform proposals and legislative instruments.
Highly developed communication and inter-personal skills.
Strong stakeholder management skills with demonstrated ability to effectively collaborate and negotiate with internal and external stakeholders to inform work and obtain support.
Ability to work independently and within a small team environment.
Experience developing high quality written documentation and reports based on comprehensive research and analysis and appropriately tailored to relevant audiences.
Sound conceptual and analytical skills, with the ability to develop innovative solutions to complex legislative proposals and/or policies.
Ability to plan and prioritise work to ensure outcomes are achieved within required timeframes.nderstanding of the Victorian energy sector including the frameworks governing safety of electricity, gas and pipelines, or a demonstrated ability to quickly develop this understanding.
Computer literacy with a range of computer software packages including Microsoft Word, Excel, Power Point and Outlook Regulatory knowledge and/or experience, preferably with a safety, energy, economics or consumer focus (deseired)Experience working within the public sector (Desired)Previous involvement in significant legislative reform projects will be highly regarded (Desired)How to apply Please refer to the available position description to assess your suitability and submit your current resume and cover letter via the Apply button.
