Design and build recruitment are delighted to be managing the search process for a international tier one contractor, looking to appoint a National head of cost planning.

The successful candidate will oversee all cost planning and estimating operations across Australia utilising international & local resources.

Responsibilities

  • Identify, establish and nurture strategic market partnerships, shaping National Cost Planning Strategies to align with the future trajectory of the National construction pipeline.
  • Review and approve cost plan strategies, procurement plans, and estimates for the National Construction Business, ensuring thorough documentation and client communication throughout each project phase.
  • Supervise feasibility and budget cost plans to support the identification of new business projects and early contractor involvement initiatives.
  • Manage profit enhancement strategies for the National Construction Business across Pre-Contracts and ongoing Australian projects ensuring alignment with approved targets.
  • Cultivate and sustain market relationships with subcontractors and key suppliers, emphasizing long-term partnerships.
  • Seek to expand local relationships nationally across other Business Units.
  • Take ownership of national procurement strategies, particularly focusing on mitigating subcontractor insolvency risks and exploring alternate partnership avenues to strengthen market standing.
  • Lead the development and upkeep of cost planning benchmarks across key business sectors.
  • Oversee major subcontract contract negotiations for both pre-contract and delivery teams, employing strategic procurement approaches whilst establishing and maintaining a comprehensive national database of subcontractors, suppliers, and rates.
  • Provide guidance on PPP Procurement Models, including large scale strategic alliances.
Experience required

  • Proven track record in estimating and overseeing operations within Tier 1 or Tier 2 building contractors.
  • Effective management of diverse projects and project teams spanning multiple disciplines.
  • Up-to-date knowledge of contemporary design and construction methodologies.
  • Proficient in contractual, legal, commercial, industrial relations, and legislative compliance management.
  • Exceptional financial management, including cost optimization and budget adherence.
  • Demonstrated strategic leadership capabilities extending beyond cost planning.
  • Exceptional ability in nurturing client relationships and stakeholder management
  • Previous experience of Construct Only, D&C, MC, Alliance, JV, PPP Contracts.
