***: The Architecture and Design Lead is responsible for managing the enterprise and business level architecture, data architecture, solution design, and related strategy and planning that supports health information sharing capability using a Health Information Exchange across the Victoria public healthcare system.

The role will oversee and manage the development of HIE enterprise and business architectures ensuring they provide a sound foundation for the delivery of cost effective, user led, and innovative technology capability now and into the future.

The role will establish and run the HIE architecture and design architectural governance functions that review and approve the suitability of all HIE designs in meeting clinical and business needs, ensuring that there is consistency and alignment with endorsed health information sharing architecture and design principles.

The role will lead, coordinate, and support architecture, design and technical advisory and working groups and other formal and informal architecture and design engagement structures internally and across the healthcare system.

Forging strong and collaborative partnerships with the business, project delivery and vendor stakeholders, the role will understand and evaluate key requirements, identify, and evaluate options and translate that to develop high-level architectures and designs.

The role will provide expert and authoritative advice to ensure that Victorian's health information sharing solutions meet the goals and drivers of Victorian's Digital Health Roadmap and emerging departmental priorities.

Accountabilities

  • Develop and implement Victoria's health information exchange and information sharing architecture across its programs of work using enterprise architecture methodologies and frameworks. This includes defining the HIE enterprise architecture vision, principles, guidelines, and best practices to enable the delivery of the most effective and efficient modern health information sharing platform.
  • Lead the architecture and design of the health information exchange to enable pathology results to be shared across pathology services and integrated with each health service clinical systems including electronic medical records and patient administration systems. This includes delivering enterprise conceptual, logical, and physical data models, data architecture models, data flows diagram and solution designs.
  • Develop and maintain develop high quality architecture and design documents, diagrams or other design artefacts for the health information sharing platform, technology, and integration solutions, ensuring they comply with relevant policies and standards.
  • Develop and implement the architectural governance and assurance systems and processes that support effective solution implementation by projects teams. This includes conducting objective, factbased assessments, which lead to architecture decisions, and recommendations that are based on best practice.
  • Facilitate meetings and workshops and work with key stakeholders, senior leaders, digital and project teams to ensure alignment with architecture vision and principles. This includes establishing the structures that support the involvement of health services technologists in decision making on the HIE programs of work.
  • Forge strong connections across the department and with Victorian public health services to facilitate a partnership approach to the architecture and design of the department's health information sharing platform capability. Includes providing expert technical advice to both technical and nontechnical audiences on enterprise architecture and design matters.
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
