POSITION PURPOSE/OBJECTIVEImprove the urban and environmental amenity of the City of Blue Mountains and provide quality service to internal customers by applying environmental/arboricultural/landscape expertise to the management of amenity trees / bushland vegetation, including compliance of tree and landscape issues associated with part 5 consents. Support the delivery of WSIG infrastructure upgrade project by providing pre-planning advice, review of proposal detail and consultant's reports. Provide tree protection supervision and auditing of projects across the city.

Key External Relationships: Residents and other members of the community;
SPECIFIC RESPONSIBILITIESResponsibilities include:
• Conduct preliminary tree assessments to inform infrastructure proposal impacts on urban forest canopy cover and biodiversity. Consider tree vigour, structural condition, predation by pests, diseases, life expectancy, environmental and landscape impacts (physical, aesthetic, solar and historical) of amenity trees.
• Make recommendations on how to mitigate construction impacts by using tree sensitive design, and tree protection under AS4390 Protection of tree on development sites.
• Minimise tree removal and dame to green assets through best practice design, and calculate offset requirements where tree removal is unavoidable.
• Provide specialist horticultural / arboricultural advice and assistance and training to assist the Project Management office with project delivery.
• Respond to enquiries and correspondence relating to tree management issues.
• Audit compliance with conditions of part 5 consent and provide project arborist supervision at critical stages of project delivery.
• Review external arboricultural consultant's reports.
• Provide feedback on tree species selection and quality of stock for replanting
• Provide environmental and landscape restoration advice and information in accordance with related environmental planning instruments, legislation and policy and codes

Compliance & RiskYou are responsible for ensuring that you conduct your risk management responsibilities as described in council's Enterprise Risk Management (ERM) Policy and Procedure (the ERM Framework) with the goal of ensuring that potential issues are identified and reported in a timely manner.In undertaking your work should you identify contaminated land or potentially contaminated land, including but not limited to Asbestos contamination you are required to notify your supervisor immediately.

The person will need to be able to lead discussion, carry out negotiations and make presentations in areas of functional responsibility. The role will require persons to represent and clearly articulate Council's position in negotiations and discussions with external parties and organisations.
JUDGEMENT & PROBLEM SOLVINGPositions have a high level of independence in solving problems and using judgement in resolving problems. Problems can be multi-faceted requiring detailed analysis of available options to solve issues. This will require the person to possess a sound knowledge of relevant legislation and Council policies.
AUTHORITYDelegation to act as an authorised officer to undertake a range of tasks and duties on behalf of Council in accordance with relevant legislation applicable to the functional areas of responsibility for the position. The person will also undertake a professional advisory role to people within or outside of Council. Decisions and advice may commit the council and have a significant impact upon external parties dealing with council.
SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES ESSENTIAL
Qualifications Tertiary qualifications Arboriculture (AQF Level 5) Registered QTRA/TRAC User
Job knowledge Sound working knowledge and experience across a range of botanical and landscape facets of arboriculture and urban forest management issues including understanding of relevant legislation, standards and codes.
Technology use Demonstrated computing skills, including the accurate generation and completion of documents using a variety of software applications.
Client focus A proven record of providing excellent customer service including responding to customer needs and keeping individual clients up to date with information and decisions that affect them.
Communication Experience in adapting content, style, tone and medium of communication to suit the target audience's language and level of understanding.
Outcome orientation Experience in performing work in accordance with quality standards and participates as a team member in reviewing work outcomes to ensure quality outcomes are produced.
Personalaccountability

DESIRABLE
• Completion of Workplace Health & Safety Induction Training for Construction Work (White Card).
