About This Role
As the Manager of People, Culture, and Safety, you will play a crucial role in shaping the future of Mount Isa City Council. Reporting to the Director of Corporate Services, you will lead a team of dedicated professionals across payroll, HR, and WH&S. Your primary objective will be to build a solid foundation for Mt Isa's systems, policies and processes for managing Council's People Management, Training, Industrial Relations, Recruitment and related services. One of your primary tasks will be to implement Council's Workforce Strategic Plan and take a customer-centric lens to improving the foundational processes across your portfolio, elevating the internal customer's experience across the Human Resources portfolio. You will be pivotal in transitioning the organisation from reactive to proactive safety culture and elevating HR practices to market-leading standards.

Key responsibilities include:

  • Responsible for delivery of outcomes of the Human Resources team with a remit that includes Workforce Planning, Payroll Management, Workplace Health & Safety, Recruitment, Performance and Conduct Management, Change Management, Industrial Relations, Organisational Culture and Training and Development
  • Formulate, implement and review strategies to guide the development of systems to improve efficiency and effectiveness
  • Develop Human Resources strategies and plans aligned with Council's strategic planning documents and provide reporting as required for Council meetings
  • Develop, implement and maintain frameworks for Performance Management Systems and Training and Development to support Council's strategic plans
  • Advise and assist management with Industrial Relations matters including negotiation of workplace agreements and improve employee relations

This role offers the opportunity to modernise and uplift HR functions and work towards reinvigorating Council's Employee Value Proposition (EVP) along with other business improvement initiatives such as digitisation of HR functions.

About You
We are seeking an innovative, strategic leader with a proven track record in uplifting People & Culture functions with a curious mindset to seek continuous improvement and process optimisation. Local Government experience is not essential, but your demonstrated experience should include Human Resources leadership that demonstrates the implementation of customer-focussed initiatives and a strong culture of safety.

Key capabilities include:

  • Expertise in workforce plan implementation, industrial relations, and performance management.
  • Comprehensive knowledge of work, health, and safety practices.
  • Familiarity with relevant awards, agreements, and legislation within Queensland Local Government.
  • A creative mindset focused on innovation and continuous improvement.
  • A degree in HR or a related field is preferred but not essential.
