Please note this position will be transitioning to Queensland Police Service (QPS) as part of a Machinery of Government Change prior to 30 June 2024, with the State Emergency Services (SES) due to become an entity of the QPS.

As part of this transition, you will be required to undergo QPS vetting in accordance with the Police Service Administration Act 1990.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland.

The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

QFES is one department with many services, many capabilities and many partners.

Purpose of the role


The Volunteer Services unit is a volunteer-focused team with the specific purpose of sourcing and coordinating opportunities for best practice in recruitment and retention, financial support, and communications and engagement, to transform SES volunteerism into an adaptive, modern volunteer workforce.


Reporting to the Executive Manager you will provide high level, professional advice on issues of policy, strategy, planning, budget, performance and corporate governance regarding projects and programs within the SES volunteer grants unit.

You will assist with meeting organisational and whole-of-government objectives regarding commitment to the enhancement of SES capability.

You will be responsible for developing and maintaining a stakeholder consultation framework as well as interagency and external networking contacts to engage and build initiatives, practices, policies and procedures relating to grants and volunteer subsidy programs.

Special requirements

  • The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers, and other employees Award
  • State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
  • The incumbent may also be requested to assist in operation centers during periods of disaster events which may require work outside of the normal spread of hours.
  • Capacity to work at night and on weekends to suit a volunteer environment.
Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

  • Manage and coordinate the development and delivery of all grants, subsidy and volunteer support programs and projects to ensure continued best practice methodologies, organisational requirements, and governance framework.
  • Provide highlevel advice and recommendations on key compliance and governance related issues to support the planning, process and success for all existing and future grant, subsidy and volunteer support programs.
  • Manage and coordinate the monitoring and evaluation of grants, including budget and financial reporting to ensure compliance and contractual obligations and funding arrangements meet departmental and legislative requirements.
  • Prepare, review and provide complex reports, presentations, briefs and correspondence relating to all programs, projects and initiatives, in accordance with departmental requirements and governance.
  • Represent SES on working groups and committees; and manage liaison and coordination with government and nongovernment stakeholders in the development of programs, projects, and program policy and doctrine.
  • Build and sustain partnerships and networks with internal and external stakeholders to effectively liaise and negotiate agreed outcomes on difficult and complex projects and program issues.
  • Lead and manage the capability and functions of the team through effective program, projects and financial planning and management to ensure positive outcomes and deliverables are met within agreed timeframes, cost and quality.
  • Promote teamwork, and provide guidance and support, through effective human resource functions and development of staff through performance, planning, training, and review.
