About the position


Frankston City Council has partnered with Kingston City Council and is looking for a qualified and experienced Contaminated Land Officer within the Procurement, Property & Risk Department who will be responsible for assisting both Frankston and Kingston in managing their obligations under the Environmental Protection Act 2017, with regard to environmental duty and contaminated land in particular.


The main responsibilities will include:

  • Lead the delivery of projects and monitoring obligations to ensure that Councils meet their legal obligations under the Environment Protection Act 2017, particularly its obligations to manage its contaminated sites or notification to the Environmental Protection Authority of a contaminated site;
  • Development and maintenance of an overarching policy for managing or controlling contaminated Council owned sites to ensure that contamination risks and general environmental protection are embedded in Council decisionmaking;
  • Develop business cases, project plans and procurement briefs to issue to environmental consultants or auditors regarding site assessments and the development or amendments to environmental management plans; and
  • Work across Council departments to provide training, awareness and embed an understanding to ensure ongoing compliance with environmental management plans and general environmental protection.
This is a part time role working 22.8 hours per week.

Working days and hours are flexible; the successful applicant will be required to work between both Frankston and Kingston's offices, and the work undertaken will be influenced by each organisation's respective requirements throughout the course of the year.


About you

  • Tertiary qualifications and experience in environmental science/ engineering, chemistry, geology or related discipline;
  • Knowledge of soil contaminants and remediation strategies;
  • Broad knowledge of contaminated land site sampling technique, investigation methodologies and remediation technologies for groundwater, soil and gas;
  • Understanding of EPA regulations pertaining to the management of contaminated sites; and
  • Experience overseeing, directing and managing a multidisciplinary project team and interact positively and successfully with diverse groups of stakeholders.
