Financial Operations and Procurement; Financial Services; Corporate Services; Brisbane City This position is responsible for the development of effective, contemporary, innovative and strategic procurement practices and contract management principles within the department, ensuring compliance with policies and legislativerequirements.
The role will embed and strengthen procurement governance, accountabilities, planning and policy across the agency.Lead, manage and guide a procurement team to achieve effective outcomes, that support business units with their decision-making processes, securing best value formoney and ensuring transparent procurement activities.
Provide expert advice and support on complex and sensitive procurement and contract matters, including ongoing guidance for senior officers.Provide oversight of all significant and high risk contracts and procurement activities Provide specific probity and strategy advice in relation to high risk/high value activities to senior executives.
Develop strategic relationships through a business partnering model and engage with key stakeholders internally and externally on strategic sourcing, contractmanagement and procurement matters Develop, manage and maintain the agency's Corporate Procurement Plan, procurement strategy, frameworks and policies, ensuring alignment to best practice,value for money, agency strategic objectives and whole of government procurement policies.
Ensure whole of government reporting obligations are fulfilled in accordance with relevant legislation, policy and guidelines.Lead procurement and contract management capability building across the agency and integration of governance and controls to drive accountability, probity,consistency and transparency in procurement.
Review and develop submissions, reports and correspondence relating to procurement functions and providing targeted responses and interpretations ofcomplex matters.Manage and develop the capability of the Procurement Team by enhancing the knowledge and skills of its members, ensuring probity and transparency in allprocurement activities, whilst maximising value for money outcomes.
Represent the Department in dealings with other agencies and whole of government forums such as Senior Officer Working Groups in relation to procurement matters.
