SC1 Demonstrated thorough working knowledge of sound financial management, legal requirements and practices, including budget development, report production and the interpretation and analysis of reports, as well as the ability to provide high level financial planning and management advice and recommendations to the school Principal.


SC2 Demonstrated ability to lead and build capacity within the Education Support team and take responsibility for the management of their work, professional development and review processes.


SC3 Demonstrated ability to show initiative and leadership as part of an effective and cohesive team within a large, very busy work environment to ensure a continuous and efficient operation of the school.


SC4 A commitment to professionalism and professional development with a willingness to engage with broader networks and undertake professional development to ensure an ongoing high level of service is provided to and by the Victorian School of Languages.


SC5 Demonstrated ability to work independently, flexibly and constructively in a team, within a busy environment to ensure continuous and efficient operation, and work proactively to enhance work systems and practices.


Role:

Attendance requirement for this position is 228 hours can be negotiated with the Principal

A Strategic Operations Manager role will usually undertake tasks that impact on the whole school.

The role seeks to gain cooperation of other staff members or members of the school community to achieve specific objectives, such as in school administration, finance or human resources.


Direction on targets and goals is provided but the position will have some degree of latitude in determining how they are achieved.

This latitude will generally be limited by standard procedures and school policy. Deviation from standard procedures and school policy will require guidance and direction from senior management.

Management of staff to achieve the expected outcomes is a key responsibility.

Staff management issues will be resolved with mínimal reference to senior management, although guidance will be required in more complex cases.

Senior management will be provided with timely reports and advice in matters relating to the school finance, human resources or school administration.


Responsibilities:

Finance

  • Developing, managing and directing the preparation of annual budgets and regular financial statements.
  • Contributing to financial decision making by the School Council.
  • Directing the accounting processes of The Victorian School of Languages and ensuring that all funds are effectively accounted for according to Department of Education regulations.
  • Providing advice to staff on spending against budgets in respect to programs and other school projects.
  • Administering government funds, grants and other school income.
  • Preparing funding submissions for the Executive Leadership Team and School Council.
  • Coordinating the work of the school Finance Officers, overseeing tasks involving CSEF, Conveyance Allowance, BPay, Invoices, Orders, Receipts, Credit Notes, etc
  • Developing and maintaining financial audit documentation.

Human Resources

  • Overseeing the implementation of overall human resource planning.
  • Working with the Human Resources Administrator for the purpose of managing the personnel functions of the school, including: staff selection procedures, and maintenance of personnel records and payroll functions.
  • Providing advice regarding conditions of employment of all school staff.
  • Implementing induction plans for new staff appointments, volunteers and other workers to the school.
  • Providing leadership, direction and training to a team of Education Support Staff, ensuring that multitasking development plans are in place for everyone.
  • Overseeing the work of the Facilities Administrator, and IT staff in the development of work practices which ensure that appropriate OH&S standards are maintained.
  • Manage overall performance with a team of Education Support Staff members in consultation with the school Principal.

Buildings, Grounds and Equipment Resources

  • Overseeing the work of the Maintenance support staff and Facilities Manager's utilisation and maintenance of school buildings and grounds, and the provision of furniture and equipment.
  • Liaising and negotiating as required with service providers.
