About the Role*This is a 31 Month Fixed Term, Full-Time position*The PTT Delivery Director will lead a dedicated multidisciplinary program team within the PTT Delivery Program.

The PTT Program team seeks to deliver the State's future public transport ticketing solution and services to the whole of Victoria and oversee the transition and the implementation phase of the future ticketing solution.

.Position Outcomes / AccountabilitiesPlanning and Delivery

  • Lead a multidisciplinary team of commercial specialists to ensure delivery of future contractual arrangements, commercial performance, pricing structures and relevant policy & legislative requirements and risk management frameworks.

Provide high-level and authoritative strategic advice to senior executives and Ministers on future pathways of the future public transport ticketing system.

Ensure that advice appropriately reflects the risks, opportunities, and benefits to inform their decision making.

Led development of key communication material, including briefs, policies, business plans, strategies, progress reports to key stakeholders including the steering committee.

Collaboratively worked with the senior leadership to support the strategic planning process and delivery of departmental priorities.

Led delivery of all associated ticketing procurements across the PTT Delivery Program and ensured their compliance to all contractual functionality and delivery milestones.

Developed strategies and provided authoritative advice on all program risks to Ministers, Secretaries and the executive leadership team within the Department to ensure appropriate mitigations are in place and to allow informed decision making by the department.

  • Effectively led the performance of people through strengthening capability and engagement; and championing a diverse, safe, inclusive culture aligned with the department's values.
Authoritative Advice

  • High quality, authoritative strategic and operational advice provided to Ministers, the Secretary and executive leadership to support transport portfolio objectives and respond to emerging and/or complex issues.
Stakeholder Management

  • Key internal and external stakeholders have been effectually engaged and collaborative partnerships led across the government, the private sector and with the community to integrate and coordinate policy, regulation, and delivery of services.
Organisational and Government Change

  • Led and contributed to government and organisational reforms including the assessment of the quality and effectiveness of change initiatives and organisational improvements.

Key Selection CriteriaTo excel in the role, the ideal candidate must possess advanced technical and leadership skills across various domains.

They should demonstrate exceptional proficiency in stakeholder engagement, adeptly managing complex needs and fostering innovative solutions while embodying strong leadership qualities to maintain a positive organizational culture.

Additionally, the candidate must exhibit expertise in systems thinking, enabling them to formulate strategic courses of action based on a comprehensive understanding of the business environment and its systems.

Moreover, they should showcase substantial digital and technological literacy, functioning effectively as an enterprise or technical architect to align IT strategies with business outcomes and drive coherence within or across departments.

A keen understanding of the political and organizational context is imperative, allowing the candidate to navigate external events and changing stakeholder needs while upholding public sector values and driving a values-based organization.

Additionally, the candidate's prowess in project delivery should be evident, with a reputation as a thought leader in project management and the ability to consider historical, political, and broader contexts to mitigate risks effectively and ensure successful project outcomes.

Leadership capabilities are paramount, with a focus on stewardship, people management, performance improvement, and leveraging transport acumen for informed decision-making, ultimately driving positive change and delivering better outcomes for Victorians.

Personal AttributesOn a personal level, the candidate will embody resilience, fostering open dialogue, persistence, and genuine debate around critical issues.

They must demonstrate flexibility, adaptability, and courage in altering strategies when necessary, even after significant investment.

Moreover, the ideal candidate will prioritize outcomes thinking, proactively removing barriers hindering achievement, excel in collaborative work, promote inclusion, and foster self-awareness to drive continuous improvement.

Qualifications and ExperienceMandatoryA relevant tertiary qualification in commerce, finance, economics, business management or related discipline is highly regarded.
A proven record of leading commercial analysis and advisory of government initiatives highly desirable.

Demonstrated experience working on major technology projects in either public and/or private sectors, including experience with a range of procurement models.
