About the role:


The Capital Budgets and Project Officer will support and contribute to the development, maintenance and reporting of accurate and timely forecasts and budgets.

It will assist in maintaining the Authority's financial policies, structure, and budget management systems, supported by operating guidance and governance processes.

It will also assist with the development and maintenance of the Authority's out year budget and funding allocations.

The Victorian Health Building Authority (VHBA) is a branch of the Victorian Department of Health (DH), responsible for the rollout of the Victorian Government's multi-billion-dollar health capital projects.

Our diverse projects span the health, mental health and aged care portfolios across metropolitan, regional and rural settings and ambulance branches across Victoria.

VHBA also provides technical support across engineering, property, asset management and environmental sustainability disciplines.

Our priority is to provide innovative and sustainable infrastructure solutions that will ensure our health system meets the needs of all Victorians now and into the future.

On the 2nd April 2024, the Victorian Health Building Authority which is currently under the Department of Health will come together with the Major Transport Infrastructure Authority (MTIA) to become the Victorian Infrastructure Delivery Authority (VIDA).


How you'll make a difference:

  • Oversee the timely and accurate completion of complex account reconciliations, annual account working papers, financial reports, briefings and other ad hoc reports and correspondence.
  • Manage transactions using departmental corporate systems and whole of government online banking and financial systems, maintain financial systems that support delivery of bestpractice, contemporary financial management and services and identify issues and opportunities for improvement.
  • Liaise with a diverse range of internal and external stakeholders and ensure a high level of client service delivery
  • Assist in the investigation and implementation of critical projects that develop and review policies, professional standards and operating practices
  • Contribute to advice on finance policy, risks, trends and solutions and options for decisionmaking
  • Comply with the Financial Management Act 1994 and other relevant legislation, regulations and government directives, policies and guidelines
  • Maintain budgets and forecasts in the relevant systems
  • Assist in reconciliation and analysis of funding streams as required

Suitable applicants will be able to demonstrate:

  • Knowledge of government finances and relevant frameworks and experience with government finance systems, including a good understanding and the ability to work with key stakeholders internally
  • Resource management skills
  • Sound planning and time management skills
  • Great attention to detail
  • Proven problem solving ability
  • Teamwork skills
