The opportunity we have availableThe Postal Policy Section is the Australian Government lead on domestic and international postal policy matters.

The Section operates in the context of a postal sector that is undergoing rapid transformation and responding to changes in technology, consumer preferences and markets, including the growth of e-commerce.

Once based around letters as a form of communication, the sector is increasingly driven by parcel delivery and has more competitors than ever.


The Postal International Engagement team is a small, high performing team within the Postal Policy Section which engages with stakeholders to formulate Australia's policy positions on international postal matters.

The team ensures Australia's postal policy delivers on Australian Government priorities, such as supporting our partners in the Pacific to participate in relevant international postal fora and build their capabilities, and improving gender equality in the postal sector.


We are looking for a Senior Policy Officer to analyse and develop policy to support our international engagement on postal matters.

In taking on this exciting opportunity, you will represent Australia in international fora including the Universal Postal Union (UPU) and the Asian-Pacific Postal Union (APPU).

You will work closely and proactively with colleagues in the department and across Government to develop policy positions, and think on your feet to identify and influence emerging issues during international meetings.

You will also work with Australia Post to understand its international business.

This position requires an NV1 clearance.

The successful applicant will be required to hold or obtain a Baseline clearance prior to commencing the role and an upgrade to an NV1 will be progressed following commencement.


The position also requires virtual and in-person attendance at international meetings, so will require work outside of regular business hours (including public holidays) and international travel from time to time.


In the Senior Policy Officer role, you will work in a team to:Provide evidence-based advice, supported by analysis and research, on the international postal sector and consider impacts on Australia, Australia Post and our region,Drive strategic engagement at the UPU and APPU to advance Australia's interests and influence, including engaging with other member countries to understand their views and form common positions,Identify, develop and influence implementation of solutions to the broad and complex issues facing the postal sector, particularly in relation to the upcoming UPU Congress in 2025,Support Australia's leadership of the APPU/UPU Reform Working Group to reform the APPU treaties,Lead work to adopt international postal treaties domestically in Australia,Prepare verbal and written briefings for stakeholders as required,Develop and manage a range of relationships, responding to the diverse expectations and preferences of our team's stakeholders, andActively foster an inclusive and effective work environment by valuing diversity of views and experiences, and enabling everyone to perform at their best.

Experience working in/with the postal sector or in an international facing role is not required.
