About Queensland Treasury; Industry, Investment and Commercial group and Low Emissions Investment Partnership (LEIP)

The Low Emissions Investment Partnership is the Queensland Government's program to accelerate least-cost emissions reductions and attract emissions reductions and investment opportunities to Queensland.

This initiative will play a key role in supporting Queensland to de-carbonise its economy whilst remaining globally competitive and supporting regional jobs.


About the Role:


Reporting to the Head of Investment, you will be building a team, establishing delivery and governance mechanisms, and converting leads to capture emissions reduction outcomes across a small number of private sector organisations.


A critical aspect of the role will be leading significant commercial negotiations with sophisticated private sector organisations to deliver tangible outcomes.


In addition, you will perform the following:

  • Provide wholeofgovernment leadership on policies and programs related to delivery of the LEIP and other Investment Division initiatives.
  • Identify and manage relationships with key corporate stakeholders and the Australian government to make a stepchange in emissions reduction and supporting strong regions.
  • Provide strong leadership and management to the LEIP team to drive targeted and timely outcomes.
  • Develop key networks to facilitate delivery of planned project and program outcomes in accordance with timeframes and budgets.
  • Represent Treasury in complex and sensitive negotiations with key stakeholders and promote the delivery of the LEIP more broadly.

To be successful in this newly created position you will need to demonstrate many attributes such as outstanding judgement, flawless integrity and ethics, adaptability in a high-change environment, a track record of achievement and high-level political nous and excellent negotiation skills.

Other attributes which are being sought and may have been honed in either the public or private sectors (or both) include:

- a record of success as a leader in a complex organisation with an outstanding leadership ability
- extensive expertise and experience in the successful delivery of significant investment and commercial projects
- significant expertise and knowledge in:
− providing robust and influential advice on commercial transactions
− financial and commercial analysis, ideally in the resources sector
− strategically shaping program and project planning, business case development, evaluation, procurement decisions and negotiations across government and industry to advance the commercial interests of the State in partnership with the private sector.
strong background in navigating and managing highly complex stakeholder engagement and relationships, strategy and policy implementation, and service delivery.
