- Payroll Processing: Oversee the end-to-end payroll process, including bi-weekly payroll runs, ensuring all employees are paid accurately and on time, provide payroll backup and support as needed.
- Benefits: Provide guidance on benefit entitlements, handle inquiries from employees and benefit providers, reconcile premium and contribution submissions with payroll deductions, and prepare annual reports for benefits providers.
- Compliance: Ensure payroll practices comply with BC Employment Standards, as well as employee policies and collective agreements (BCNU, BCGEU – standalone). Stay updated on changes in payroll laws and regulations.
- Supervision: Oversee and support the Payroll Specialist, providing training, guidance, and performance evaluations.
- Systems Management: Maintain and update payroll systems, ensuring data integrity and security. Collaborate with the payroll provider (Payworks), HR, and IT to implement system upgrades and enhancements.
- Reporting: Responsible for payroll reports for internal and external purposes, including labour cost reporting for funder submissions and analysis to management as needed.
- Issue Resolution: Address and resolve payroll-related inquiries and issues from employees and management promptly.
- Data Integrity: Conduct regular audits of payroll procedures and records to ensure data accuracy, completeness, consistency and validity.
- Reconciliation: Reconcile payroll accounts monthly and prepare necessary adjustments.
- Service Orientation: Provide excellent service to resolve employee inquiries and support management with information about collective agreements, employee policies, and BC Employment Standards.
- Process Improvement: Identify and implement process improvements to enhance efficiency and accuracy in payroll operations.
- Collaboration: Work closely with the payroll provider, Finance, HR, and other departments to ensure seamless integration and operation of payroll systems.
- Training: Provide employees with training to ensure effective payroll processing and proficient use of payroll systems.
- Audit: Provide external auditors with required documentation, explain payroll processes, and address any audit queries for the organization's annual financial statement audit.
- Payroll Compliance Practitioner (PCP) designation or Certified Payroll Manager (CPM) designation.
- Minimum of 5 years of experience in payroll processing, with at least 2 years in a supervisory role.
- Experience with payroll system implementations (Payworks software experience an asset).
- Degree or diploma in accounting, Finance, Business Administration, or a related field an asset.
- Experience processing payroll in a mixed union and non-union environment is also considered an asset. =
- Excellent analytical, problem-solving and critical thinking skills
- Strong communication skills, both written and verbal
- Strong organizational skills and the ability to manage multiple competing priorities
- Excellent interpersonal skills with the ability to build and maintain strong relationships
- Ability to work both independently and as a member of a team
- Skilled in the use of MS 365 (Teams, Excel, Word, Outlook, etc.)
- Ability to handle sensitive and confidential information with discretion
