Ventia's Defence Base Services (DBS) team are seeking an engaging and supportive
Operational Services Manager. This role is offered on a permanent full-time basis and is based at RAAF Base Pearce in Bullsbrook.

Whilst this role is based locally, regular travel to other remote WA RAAF defence facilities will be required, within your area of responsibility.


Reporting directly into the Estate Maintenance & Operational Sites (EMOS) Manager, this role will see you responsible for the direct management of multiple Operational Services (OS) activities, which include Hospitality & Catering, Domestic Services, Sport & Recreation, Grounds, and Transport/POL Service Lines.


You also have responsibility to ensure contract obligations are met in a safe and environmentally responsible manner and provide leadership and management to ensure that all resources (management, processes, plant, labour, sub-contractors and materials) are utilised to maximise the financial returns and return on capital employed for the contract, whilst maintaining good relationships with clients and meeting required levels of service and contractual obligations.


Key duties, but not limited to:

  • Provide a high level of customer service to DBS Supervisors and Defence
  • Management of the Profit and Loss for OS business area
  • Ensuring OS are delivered to a high standard, on time and within budget
  • Manage staff rosters and levels to make sure service delivery is met and productivity of the workforce is managed to a high standard
  • Coordinate joint activities and services for the Base, so that all work is performed cohesively and with a common, integrated service delivery goal
  • Integrating and coordinating the activities of other Miscellaneous Service Providers (MSP), such as the Waste and Security contractors, into the broader service provision
  • Assisting, directing and controlling the OS participation in surge activities such as major exercises and disaster support
  • Work with and support relevant stakeholders to facilitate Contract Change Proposals (CCP) as necessary
  • In conjunction with the EMOS Manager, manage, lead and take responsibility for all HSE, Financial, Commercial, Recruitment and HR, Business Improvement and Contract Performance Management activities and issues on Base in support of OS lines
  • Ensure that all staff training, licensing and certification requirements maintained
  • Proactively manage any HR related matters in consultation with the EMOS Manager and HR Support teams

Experience & Skills:

  • Tertiary Qualification in Business Management or equivalent professional experience
  • A high level of demonstrated management and organisational skills
  • Demonstrated experience in working within a high pressure, collaborative and consultative work environment
  • Demonstrated interpersonal communication skills and the ability to work as a high performing member of a team
  • Demonstrated written communication and IT skills
  • An ability to work flexibly and adaptively in a complex environment with multiple stakeholders

Other special conditions


The incumbent to this position must be eligible to obtain and maintain a Defence Security Clearance up to a level of negative vetting 1 (secret).

As a result of this requirement the incumbent must be an Australian Citizen.

This position requires a National Criminal History Check and a valid Australian driver's licence.
