Division overview

Digital Solutions Division - stewarding the national digital health ecosystem and products through analysis, data, architecture, standards, connections, service and user design.

Primary purpose of position

The Project Officer- Interoperability role will report to the Assistant Director, Interoperability in the Digital Solutions Division. The Project Officer will coordinate and assist in a range of moderately complex to complex project support activities, program and project management, with the opportunity for reasonable autonomy and accountability.

The primary purpose of the position is to support project management activities and coordinate the delivery of actions and projects in the Connecting Australian Healthcare - National Healthcare
Interoperability Plan 2023-2028 priority areas and digital health related work. The Interoperability Plan outlines a national vision to share consumer health information in a safe, secure, and seamless manner. It identifies 44 actions across five priority areas relating to identity, standards, information sharing, innovation and measuring benefits.

The role will provide high-level engagement and relationship management to stakeholders both internal and external to the Agency. This position will also support the coordination of project milestones delivery with internal and external stakeholders.

The Project Officer is an important conduit within the section, providing direct support to the project team, and through consultation and stakeholder engagement coordinates and contributes to the timely and accurate achievement of Division outcomes.

The role will:

  • Support the coordination of actions and projects outlined in the Interoperability Plan's priority areas and other digital health-related initiatives.
  • Collaborate and engage with stakeholders at a high level, both internal and external to the Agency, building and maintaining strong relationships to ensure the smooth delivery of project milestones.
  • Contribute to the development of strategic plans, discussion papers and initiatives related to digital health and interoperability.
  • Assist with preparation of progress reports and updates to the Director Interoperability, and other key stakeholders as required.
  • Promote a collaborative and positive working environment that encourages creativity, teamwork, and knowledge sharing.
  • Assist with the management of Agency procurement, contracts, and finance requirements.

The key skills and experience required include:

  • Highly organised with sound knowledge of digital health and digital transformation projects.
  • Flexibility to work on multiple projects and priorities, and the ability to pivot between different projects and activities.
  • Demonstrated experience in supporting digital health projects, creating and managing integrated project schedules that align dependencies and deliverables, track progress, and minimise project risk.
  • High-level stakeholder engagement skills and be able to understand, negotiate and resolve complex, difficult, and/or sensitive issues
  • Assist with the management of Agency procurement, contracts, and finance requirements

Good written and oral communication skills, assist in the preparation of ministerial briefs, agendas, papers, and reports.

Relevant duties

1. Leadership and Accountability

  • Acquire, maintain and apply an in-depth knowledge of the Agency's project and operations management framework, methodologies and activities required to coordinate and support the Interoperability Plan and Council for Connected Care, along with any associated reporting requirements.
  • Accountable to provide a high level for support to Assistant Directors and Interoperability Director, to develop and maintain project task registers, and stakeholder engagement catalogue; identifying and reporting variances and issues; providing assistance and coordination for Council meetings and Interoperability plan action items.
  • Provide accurate and specialised advice for project related activities including consultation, planning, schedules, reporting, change control, and administrative and logistical support.
  • Support the development of contracts, service agreements and purchase orders; process invoices and monitor expenditure, managing monthly accrual processes on behalf of the team, ensuring compliance and delivery of outcomes.
  • Provide coordination and support to ensure Interoperability Plan project, Council activities and operations are compliant with Agency assurance and governance processes; monitoring progress, gathering information from relevant internal and external stakeholders to produce quarterly status reports and other key documentation.
  • Other duties as required to meet business needs.

2. Management Diversity and Span

  • Coordinate and provide support to monitor, track and report on the status of project, program and operational deliverables to ensure schedules, cost and quality metrics are in line with approved project plans.
  • Responsible for implementing work plans, setting tasks and priorities to implement project, program and operational outcomes, changes and enhancements, ensuring resource availability and allocation.

3. Job Context and Environment

  • Work with project delivery teams to track progress and compliance against the requirements contained in project plans; identify any variance to the project plan requirements; act on what needs to be done; choosing options and appropriate courses of action from a range of options.
  • Monitor work area performance with an in-depth understanding of all relevant Agency policies, procedures, and instructions, and take responsible care for your own health, safety, and well-being in the workplace.
  • Attain and maintain an extensive understanding of the role and responsibilities of the Agency, including an understanding of the Interoperability Plan, Council for Connected Care and Agency Work Plan.
  • Monitor and maintain awareness of changes in the broader work environment that may impact work objectives.

4. Independence and decision-making

  • Work with a level of autonomy and independence guided by Agency plans, policies, and procedures to proactively manage activities and Agency internal and external stakeholders. Manage and negotiate resolutions to complex or sensitive issues or use judgment to escalate.
  • Make decisions using good judgement, expertise and knowledge, under limited guidance. Ensure decisions are governed by the application of regulations, best practice principles or the agency's operating instructions and procedures.
  • Perform research and analysis to make decisions that involve complex or escalated issues, longerterm planning and liaison with other sections on policy, project or operational issues.

5. Stakeholder Management

  • Proactively engage and collaborate with key stakeholders to achieve project outcomes; anticipating and responding to their needs ensuring stakeholder expectations are articulated, documented, and understood by the project delivery team.
  • Communicate and negotiate with project stakeholders to resolve conflict in the context of escalating, sensitive, or difficult issues; taking the initiative to deal with complex and contentious matters requiring persuasion and sensitivity to minimise opposition and maximise acceptance and cooperation.

Ability to obtain and maintain a security clearance at a level designated by the Agency on request Ability to obtain and maintain national police check.

Qualifications

  • Minimum 5 years experience as a Project Officer with large organisations
  • Adept with MS Office Suite
  • Excellent verbal and written communication skills and ability to engage with numerous stakeholders via several means, e.g. workshop facilitation
  • Knowledge of health or digital health projects
  • Project management qualification or relevant work experience desirable
