The Change and Communications Manager role is essential for overseeing comprehensive organisational change management and executing effective communication strategies throughout the Council. The role ensures efficient and proactive management of change activities, facilitating smooth transitions, driving adoption, and realising benefits. Additionally, it is responsible for crafting and delivering compelling messages, managing communication channels, and fostering a positive communication culture.

What you’ll be doing:

  • Develop, plan, document, and deliver end-to-end change management across Council, including change impact assessments, stakeholder network maps, engagement plans, communications, and training materials, business readiness assessments, and adoption monitoring.
  • Support Executive and Senior Officers to lead through change.
  • Provide implementation advice to business and project leaders on all aspects of change management delivery.
  • Identify the needs, expectations, and requirements of stakeholder groups in conjunction with business owners, subject matter experts, and program/project managers.
  • Undertake stakeholder engagement activities to gain buy-in and agreement on the change approach, accountabilities, and ownership for key transition activities and change outcomes.
  • Develop and implement comprehensive communication plans for the program, aligning communication strategies with change management objectives.
  • Oversee and manage various communication channels, including email, intranet, newsletters, and other relevant platforms. Ensure timely and relevant distribution of information to keep stakeholders informed and engaged.
  • Work with communications officer to create regular written and visual content to support communication initiatives, such as articles, presentations, infographics, and FAQs. Ensure that communication materials are accessible, engaging, and aligned with the program's goals.
  • Establish and maintain feedback mechanisms to gather input from stakeholders. Analyse feedback to identify concerns, questions, or areas of improvement in communication strategies. Implement adjustments as needed.

The skills and experience you’ll bring to the role:

  • A proven track record of developing compelling communications, preferably in a change management or project delivery context. Experience in supporting ERP or technology-related projects is advantageous.
  • An appropriate Change Management certification e.g. PCI, APMG, Prosci, or demonstrated equivalent competency (essential).
  • Building SharePoint sites and other communications tools are advantageous.
  • Experience and demonstrated track record in proactive leadership in deploying Change Management principles, methodologies, and tools for multiple projects, particularly change impact assessments, stakeholder management, engagement, communication, and training plans (essential).
  • Proven ability to establish and maintain strong relationships at all levels of the organisation with exceptional interpersonal, written, and verbal communication skills (essential).
  • Proven ability to work effectively within an outcome-focused and team-oriented environment (essential).
  • Demonstrated ability to work effectively across culture, strategic process, and system change projects and programs (desirable).
  • Ability to influence others and move them toward a common vision or goal (desirable).
  • Familiarity with project management approaches, tools, and phases of the project lifecycle (desirable).
