About the role:
The Policy and Submissions Officer supports the Archdiocese’s mission by providing strategic public policy advice, informed by thorough analysis and stakeholder consultation. Reporting to the Director of Government Relations, the role involves scrutinizing policy work across various environments and government levels. The officer contributes to policy and submission development, working closely with internal and external partners to ensure the Archdiocese’s policy capability meets current and future needs. Responsibilities include policy implementation, issue identification, research, stakeholder engagement, and monitoring policy effectiveness. This role operates with a high degree of autonomy and requires a proactive approach to policy development and execution.
 
Job Responsibilities:
 

  • Develop and research public policy foundations to support Archdiocesan advocacy.
  • Identify and propose solutions for relevant public policy issues across Archdiocesan operations.
  • Conduct thorough research using diverse methods to gather credible information and evidence.
  • Draft policy documents and submissions, ensuring alignment with Archdiocesan objectives.
  • Analyse and assess data gaps, employing techniques like cost-benefit and social impact analysis.
  • Maintain awareness of local, national, and global policy developments impacting Archdiocesan operations.
  • Engage stakeholders and incorporate feedback into policy development processes.
  • Prepare Ministerial briefings, proposals, and submissions on key policy matters.
  • Support compliance with legislative requirements and safeguarding obligations.
  • Contribute to Reconciliation efforts by identifying opportunities for engagement with First Nations Australians

 
About you:
Knowledge / Qualifications:

  • Possess a postgraduate qualification in social science or a related discipline.
  • Hold a valid driver’s license.
  • Demonstrated understanding of compliance frameworks and the Queensland legislative environment.
  • Ability to develop high-quality written policies, submissions, and procedural frameworks supported by research and statistical evidence.
  • Broad-based knowledge of research literature related to relevant public policy.
  • Capacity to handle highly confidential and sensitive subject matter.
  • Essential: National Police record check.
  • Essential: Working with Children Check.

Work Experience:

  • Minimum of 5 years of experience in policy development within a government or comparable sector.
  • Extensive background in policy development, monitoring, research and data valuation.
