The Associate Vice President of Facilities plans, directs, oversees, and participates in the development of work plans to include all construction projects and facilities services operations. The AVP maximizes asset value through overseeing Facilities management, planning and scheduling of maintenance cost benefit analysis of staffing, training of personnel, equipment and supply purchasing control, monitoring of energy management systems and acting as an on-call expert on systems as required as well as oversee work performed by contractors to include construction and maintenance. Responsibilities include but are not limited to Facilities’ annual budget, monitoring departmental expenses throughout the fiscal year, and providing supervision of Facilities. Performs special projects as assigned by the VPAF/CFO or University President. Responsible for all aspects of Facilities Operations on campus including but not limited to: Capital Projects, Building and Grounds, Maintenance, Construction, Reporting, Copy Center, Mail, Shipping and Receiving, and Custodial Services.

Responsibilities Include:

Plans,directs,oversees,andparticipatesinthedevelopmentofdivisional work planstoincludeallconstructionprojectsandfacilitiesservicesoperations.Assignsworkactivities to Directors and Supervisors.

Monitorsworkflowandworkproducts,results,methodsandprocedures.

Design and recommend preventative maintenance implement systems. Establish, implement, and schedule dates and specific duties to be performed and logged by each system.

Supervises and participates in the development and administration of facilities services and construction project budgets. Monitors and approves expenditures as necessary.

Develops,plans,andparticipatesintheimplementationofdivisionalgoals.Initiatesandrecommendsactionstoaccomplishtheseobjectives.

Activelyparticipatesinstrategicplanningandgoal-setting activities pertaining to the assigned areas of responsibility.

Coordinatesdivision activities with other divisions, departments and outside agencies. Serves as the primary representative for the University withthe City of Melbourne staff, other licensing and funding agencies as necessary.

ProvidesstaffassistancetotheExecutiveV.P.,confersandadvisesprofessionalstaffregardingareasofresponsibilityand college-wide issues. Prepares and presents various reports and other necessary correspondence.

Supervises and participates in the development of RFPs, bids, contracts and proposals for construction and facilities related services. Negotiates and administers contracts with outside vendors, architects and others.

Supervisesleasesandotherpropertymanagementresponsibilities.

Reviewsprojectsandcontractsforcomplianceandtakesappropriateactionstoresolvediscrepancies.

Develops, implements and evaluates programs and strategies designed to create and maintain safe, functional, secure, clean and orderly facilities to ensure efficient and economicaloperation.

Analyzes problems, trouble-shoots and identifies alternative solutions, project consequences of proposed actionsandimplements recommendationsin support ofaccomplishingdesired result.Selects,trains,motivates,andevaluatespersonnel.Providesfororcoordinatesstafftraining andprofessionaldevelopment;counselswith employees to correct deficiencies in performance; implements disciplinary and termination procedures if necessary.

Leads hurricane preparation, response team and recovery team for Facilities.

Additional duties as assigned

Requirements Include:

Bachelor’s degree from an accredited institution in Architecture, Engineering, Construction Management, Facilities Management

Knowledge of facility management and/or auxiliary services principles and practices.

Knowledge of construction rules and regulations for compliance.

Knowledge of RFP and bidding process, contractual terms and conditions. Knowledge of accounting/finance rules and regulations as mandated by federal and state agencies.

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to negotiate terms of contracts.

Ability to respond to common inquiries or complaints from internal or external customers, regulatory agencies, or members of the business community.

Ability to write and speak effectively and make presentations.

Ability to work with mathematical concepts such as probability.

Ability to define problems, collect data, establish facts, and draw valid conclusions.

Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Knowledge and understanding of community college operations, especially CPCC Demonstrate ability to work in a team.

Supervisor/ leadership skills. Proficiency with office software and equipment.

Must have a valid Florida driver’s license or ability to obtain one within six months of employment and maintain good driving record as determined by Florida Tech guidelines.

Minimum 10+ years of experience required in area of expertise
