About Us :

Roper Gulf Regional Council delivers a wide range of municipal and community services and programs within one of the most spectacular and remote areas of the Northern Territory.

The Council spans 201,000 square kilometers- almost three times the size of Tasmania - making Council's operational footprint one of the largest in the Northern Territory. The regional boundary runs from the Southern side of the Kakadu escarpment to the Northern edge of the Barkly Tablelands, and from the Western fringe of the Stuart Highway to the Gulf of Carpentaria and Queensland border.

There are five Wards that make up the Roper Gulf region - Never Never, Numbulwar - Numburindi, Nyirranggulung, South West Gulf and Yugul Mangi.

Roper Gulf Shire Council was formed 1 July 2008 from the amalgamation of a number of smaller Community- Council's and previously unincorporated land. The organisation was renamed Roper Gulf Regional Council in January 2014.

About You :

  • Working towards or completed an accounting qualification/ and or relevant experience

Position Summary :

The finance department is responsible for planning and delivering financial services for the Roper Gulf Regional Council. The major services includes: rates and property, creditors, debtors, investment, financial reporting – external and internal, financial management, budgets, annual financial reports and payroll. Working with a small team to ensure that all Rates, fees and charges are properly and promptly charged to clients and that the accounts receivable are promptly collected and accurately recorded in the Council’s financial systems.

Key Requirements :

  • Accounting and financial management experience relevant to the role.
  • Knowledge of rating principles and debt management and collections
  • Demonstrated ability to meet deadlines and work under pressure.
  • Excellent numeracy skills with a high degree of accuracy.
  • Well-developed analytical and problem solving skills.
  • Demonstrated experience in using Microsoft applications, in particular Microsoft Excel, and other financial management and accounting packages
  • Well-developed interpersonal and customer service skills with demonstrated experience liaising with a wide range of internal and external clients.
  • Strong data entry skills
  • Payables and receivables experience
  • Using initiative to ensure quality and efficient work
  • Management of incoming queries, issues and day to day needs of your clients as they arise
  • Delivery of results through innovation, implementation and team engagement
  • Working autonomously and demonstrate a strong ability to deliver to expectations of requirements
  • Have the ability to speak with clients across a variety of industries and backgrounds
  • The ability to build, manage and maintain client relationships
  • Excellent communication both written and verbal

Desirable

  • Demonstrated experience working in Local Government and/or remote service delivery, or knowledge of the Local Government Act.
  • Demonstrated experience and/or awareness of issues affecting people in remote Indigenous communities

Job Responsibility :

The following key responsibilities may be modified from time to time under the direction and supervision of the Finance Manager.

  • Ensure all debtor accounts are managed promptly.
  • Implement and ensure prompt, efficient and effective accounts receivable and rating processes across the organisation, with reference to Best Practice principles.
  • Manager the Council’s Rate book.
  • Monitor and manage all revenue-related agency and internal allocation-related balance sheet accounts.
  • Manage bank reconciliation processes.
  • Ensure all cash is promptly receipted and banked.
  • Regularly update and communicate with Finance Manager regarding accounts receivable and revenue-related issues.
  • Provide an enthusiastic, professional and high level of support to all internal and external stakeholders.
  • Facilitate positive and stable relationships with funding agencies, ratepayers, debtors and other stakeholders. 
  • Act with sensitivity, confidentiality, courtesy and discretion at all times.
  • Ensure Council’s accounting practices comply with the Local Government Act and Accounting Regulations.
  • Assist in ensuring compliance with GST legislation.
  • Provide assistance to external auditors during the annual audit as required.
  • Abide by all relevant Council policies and procedures, including Code of Conduct, EEO policy and WHS Policy.
  • Other reasonable duties as instructed by the direct supervisor.
