
Deputy State Controller, Health Service Operations

The Deputy State Controller, Health Service Operations is the most senior executive responsible for leading the department's arrangements to support the health system to prepare for, and respond to, the health service impacts associated with emergency situations, including public health emergencies, such as pandemics, epidemic thunderstorm asthma and vector-borne disease, natural disasters, such as fires, and floods, and other significant operational incidents where there is risk to business continuity/service sustainability with potential for system-wide impact.
Reporting directly to the Deputy Secretary, Commissioning and System Improvement, the position is accountable for:
- implementing safe and effective arrangements to support the health system response to emergencies
- maintaining a robust seven-day operational command structure that provides real-time support to identify, mitigate and manage emerging risks or issues across the health system
- ensuring all decision-making relating to, health service access and delivery, including system demand and capacity management, is informed by best-practice and evidence-based clinical expertise.
The role also performs a critical sector-facing engagement function, leading regular executive-level stakeholder engagement forums and representing divisional and health system interests in formal emergency management structures.
On behalf of the State Controller - Health and the Deputy Secretary, the role is the highest point of escalation for senior executive-level sector stakeholders for issues relating business continuity due to emergency situations that impact the health system. The role holds primary accountability for ensuring timely and accurate advice is provided to the Deputy Secretary, State Controller - Health and Minister on emerging issues and risks facing the health system.
