**Who is the National Heavy Vehicle Regulator?**

The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for
regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. The NHVR minimises the compliance burden on the
heavy vehicle transport industry, reduces duplication and inconsistencies across state and territory borders, and
ultimately for the heavy vehicle business with government in Australia.

Position Description | Intelligence Analyst

The Operations Division ensures the continued and improved effectiveness of operational processes and transactions for
customers and service users of the NHVR. The division is accountable for operational safety and compliance functions
across NHVR.

**Primary Objective**

Deliver analysis, intelligence and risk functions at the NHVR across a growing footprint of NHVR jurisdictions to ensure a
nationally consistent, effective and coordinated regulatory response that ensures a safe and compliant heavy vehicle
industry. The position will be contributing to the implementation of the National Regulatory Model.

**Key Responsibilities/Accountabilities**
- Undertake data analysis that identifies emerging trends or threats pertaining to the NHVR's safety and productivity

objectives.
- Participation in inter-agency and cross-jurisdictional information sharing, and the joint development of operational

and investigations planning to identify and target emerging risks and issues.
- Identification and profiling high risk transport operators and other associated parties within the transport supply

chain.
- Undertake evidence-based research and analysis, review alternatives in relation to policy deliverables designed to

contribute and enhance the NHVR's intelligence-led risk-based approach.
- Determine the effectiveness and efficiency of program interventions in changing non-compliant behaviour and

report as required.
- Interpret and report on risk profiles to give them operational context to enable an effective intervention by on-road

and investigative staff and to assist with continuous improvement of the implementation of the National Regulatory
Model.
- Report on the effectiveness of interventions and the corresponding tactics and provide information other internal

stakeholders to assist with continuous improvement.
- Write and review complex reports, briefing notes, submissions and prepare and deliver presentations in accordance

with NHVR standards including evaluation reports which determine the success of national, jurisdictional, and local
interventions.
- Monitor and manage personal workload, task prioritisation and allocation, including responding to critical events

and incidents.
- Work autonomously and actively participate in multidisciplinary teams to build and maintain effective working

relationships with key stakeholders, customers and jurisdictional partners.
- Adhere to all NHVR policies and procedures to ensure compliance with NHVR internal processes.
- Comply with WH&S policies and procedures and contribute and promote a safe and healthy work environment.
