Audit, Risk & Improvement Committee - Expressions of Interest
Applications are invited from suitably qualified individuals for appointment to Penrith City Council's Audit, Risk and Improvement Committee (ARIC). The Chairperson of Penrith City Council's ARIC is vacating their membership; the Committee was established in 2007 to promote good corporate governance at Council. Acting as an independent advisory Committee, it provides assurance to Council to assist with its oversight responsibilities.
Overview
The ARIC is an independent advisory committee that reviews and advises on Council operations in areas such as compliance, risk management, fraud control, financial management, governance, and delivery of the strategic plan, delivery program and strategies, and service reviews. The appointment process will seek independent members with recent and relevant experience.
Responsibilities
Provide independent advice to assist Council oversight across compliance, risk management, fraud control, financial management and governance.
Review and advise on the implementation of the strategic plan, delivery program and associated strategies, and service reviews.
Support objective, independent judgement and constructive challenge of management practices and information.
Be available to undertake training on the operation of audit, risk and improvement committees as recommended by the chairperson.
Meetings are held quarterly, with a term of four years for members; a typical meeting runs up to 3 hours and requires pre-reading of business papers (approximately 5 hours).
Following evaluation, the panel will appoint one of the three independent members (two incumbents who are continuing) as the Chairperson.
Qualifications
ARIC independent members must demonstrate the ability to read and understand financial statements and understand ethical requirements of government (including potential conflicts of interest).
Functional knowledge in risk management, performance management, HR management, internal and external auditing, financial reporting, accounting, management control frameworks, internal financial controls, governance (planning, reporting and oversight), or business operations.
Capacity to form independent judgments and willingness to challenge management practices and information.
Professional, ethical approach and the capacity to devote the necessary time and effort as an independent member of an audit, risk and improvement committee.
Desirable qualifications (not essential)
Extensive senior-level experience in governance and management of complex organisations, preferably Local Government.
Possession of a relevant professional qualification or membership (e.g., IIA, CPA Australia, CAANZ).
