Bullinah Aboriginal Health Service Limited (Bullinah) is an Aboriginal Community Controlled Health Service situated in Ballina, servicing Ballina, Cabbage Tree Island, Byron Bay, Evans Headand surrounding communities. Bullinah isa leading Aboriginal organisation, we work together with our communities and partners to achieve positive health and wellbeing outcomes by delivering sustainable and wholistic services.

About the role

This position is responsible for leading and managing all aspects of human resources strategy and operations, as well as engaging with the community to inform and enhance workforce pathways and service delivery. The key objectives of the role include:

i. Ensure Bullinah's Human Resources Management Policies, Procedures, and Practices are efficient and aligned with legislation and best practice

ii. Assist in the development of, and implement the organisations workforce strategy through direct HR support, recruitment, engagement, training, and team building activities

iii. Take ownership of Bullinah's Digital HR System "Employment Hero" to ensure it is utilised to its full capacity in creating efficient and effective HR procedures

Responsibilities:


• Develop, implement, and manage HR strategy aligned with the Strategic Plan


• Monitor staff employment requirements (certification, probity checks, etc.) and work with managers to ensure they're up to date


• Create, review, and monitor recruitment, selection, onboarding/offboarding, engagement and performance management processes


• Create an organisational 'Employee Value proposition' for attracting new staff


• Develop staff development and retention strategies to assist in the retention of effective staff


• Implement exit surveys and distribute to former staff to inform improvement areas


• Develop and execute workforce planning strategies to meet service delivery needs in collaboration with managers


• Lead the recruitment and selection of staff in conjunction with relevant managers


• Assist managers with grievances and performance management issues


• Implement training programs to enhance staff skills


• Organise whole staff meetings and team building days in collaboration with staff


• Create meaningful partnerships with relevant organisations to create learning and workforce pathways for staff and community


• Effectively collaborate with team members to ensure that the function is operating effectively and efficiently, while maintaining a harmonious team environment.


• Ensure that all employees are complying with relevant WH&S legislation and that any issues are identified and resolved appropriately.


• Provide relevant HR support to managers, assisting in the navigation of HR matters.

Key Challenges:


• Navigating employee relations in a culturally sensitive environment


• Being the only dedicated HR team member within the organisation


• Balancing workforce strategies and activities with limited program budgets

Qualifications, skills, and experience:


• Ability to build relationships with all levels of the organisation and the community


• A qualification in Human Resources or a related field, or equivalent work experience or a combination of study and work experience


• Demonstrated experience in HR strategy and operations, preferably within the not-for-profit or community health sector.


• Proficiency with Employment Hero or similar digital HR systems.


• Strong understanding of Aboriginal and Torres Strait Islander cultural contexts.


• A strong understanding of Australian Industrial Relations and other relevant workplace legislation
