About Wavlink

Wavlink is a not-for-profit, NDIS-registered provider offering inclusive, creative, and person-centred programs for adults with disabilities, as well as for people experiencing social, physical, or mental health challenges. We operate as a disability service provider within a Neighbourhood House model, fostering community connection, personal development, and meaningful participation.

Based in the City of Monash, Wavlink is funded through DFFH (NHCP), NDIS, the City of Monash, and a variety of one-off grants. Wavlink currently delivers programs six days a week and two evenings each week.

About the job

We are seeking an enthusiastic and experienced Manager to lead our organisation and build upon the remarkable work of our dedicated staff, volunteers, and supporters.

The Wavlink Manager is a pivotal role responsible for overall operations and for implementing our Strategic Plan, which is focused on participant-centred program development/expansion and community engagement.   The Manager is accountable to the BoM, ensuring:

  • High-quality and impactful participant-centred programs
  • Safe, compliant, and inclusive NDIS participant supports
  • Sound management of physical, financial, and human resources
  • Alignment with the BoM's strategy, policies and our funding agreements

· Advocacy for the local community and the rights of people with disability

In late 2025, the BoM refreshed its strategy and created a high-level roadmap for further strengthening the organisation and its program delivery during 2026 and beyond. This includes scoping options for program expansion that reflect participants' goals and community needs, reviewing and updating staff roles and responsibilities in line with program development plans, maturing organisational processes and continuing to build strong connections with our stakeholders.

Key job responsibilities

1. Strategy, Governance & Accountability

  • Implement BoM-approved strategy, in line with Wavlink's mission and values, developing, delivering and reporting on staged plans and projects.
  • Actively support BoM effectiveness and governance maturity with high-quality and timely reports and information
  • Support BoM subcommittees and special projects
  • Implement BoM decisions and policies
  • Ensure compliance with incorporation, AGM, Annual Report, NDIS and statutory requirements
  • Actively build connections between participants and the BoM
  • Resource and build the capacity of the volunteer BoM

2. Community Engagement & Partnerships

  • Work within the Neighbourhood Houses Community Development Framework
  • Actively engage with the local community to continually scope needs and build opportunities for Wavlink program development and impact
  • Build effective community partnerships for program delivery and community wellbeing, including with local council, Neighbourhood Houses Victoria, and the Neighbourhood House Network.
  • Advocate to create opportunities and positive impact for vulnerable and marginalised community members.
  • Represent and advocate for Wavlink at sector forums, NDIS provider networks, and community partnerships.

3. Program Development

· Continually evolve and expand programs in partnership with participants, to ensure programs are designed to meet participant and community needs.

· Gather feedback and conduct evaluation of program delivery to support ongoing program development and learning.

· Promote programs effectively across the community to maximise Wavlink's reach and community value.

4. Program & Service Delivery (NDIS & Community)

  • Provide oversight of all aspects of program delivery aligned with strategic and annual plans, using appropriate delegation with team members.
  • Ensure all NDIS supports comply with the NDIS Pricing Arrangements and Price Limits and Quality & Safeguarding Framework
  • Ensure programs are participant-centred in their design and delivery
  • Lead the ongoing creation of an inclusive and welcoming environment in all aspects of service delivery
  • Ensure program-related policies and processes are documented, up to date and reflect Wavlink's values and compliance obligations.

5. Staff & Volunteer Management

  • Recruit, induct, supervise, and support staff in line with NHACE Agreement 2024 conditions and NDIS quality and safeguarding framework.
  • Ensure volunteers are recruited, trained and supported to create program value, maintaining feedback and recognition programs.
  • Build a positive workplace culture, including staff support and development.
  • Implement mechanisms for supporting staff performance and accountability.

6. Finance & Compliance

  • Prepare and monitor annual budget in collaboration with Finance Officer and the BoM.
  • Negotiate with funding bodies and meet performance targets.
  • Submit timely reports and accountability documents to government and funding agencies.
  • Identify, develop, and secure new funding streams and project grants.

· Maintain NDIS provider registration, reporting, and compliance.

  • Maintain all other legislative and funding compliance requirements.
  • Ensure cost-effective and compliant operations.

7. Facility and Risk Management

  • Manage the House's facility, equipment, and infrastructure to ensure safety and functionality in line with Monash Council and NDIS requirements.
  • Ensure ICT hardware and software are fit for purpose and record keeping and data security comply with legislation and funding body requirements.
  • Oversee space usage, maintenance, and contractor relationships.

Key selection criteria

1.     Relevant tertiary qualifications in Health, Human Services, Community Development or Disability Services

2.     Leadership and management experience in a not-for-profit, disability, or relevant social services setting

3.     Experience of working within a NDIS framework, including pricing rules and safeguarding requirements

4.     Demonstrated experience of providing highly accountable support for a volunteer Board of Management (BoM)

5.     Excellent demonstrated written (reports, submissions) and verbal (presentations, meetings) communication skills with a range of stakeholders.

6.     Ability to work effectively with diverse participant groups (including CALD, disability, older people, low-income households), their carer's and a range of service and community organisations.

7.     Strong organisational policy and financial management skills

8.     Well-developed understanding of community development principles and practice and demonstrated experience in delivering community impact.

9.     Demonstrated experience in effective project management that delivers benefits.

10. Strong IT skills (MS Office, MYOB, statistical/electronic systems, NDIS supporting online platforms)

11. Relevant screening and checks (either current or ability to readily attain): Working with Children Check, Police Check, NDIS worker screening, First Aid and Food Safety Certificates

12. Must hold a current Driver's Licence
