Role Summary:

Are you a strategic finance leader ready to make a meaningful impact?

We are seeking an accomplished and forward-thinking professional to provide strategic leadership, advice and direction across the financial and procurement functions of DevelopmentWA, encompassing two distinct legal entities namely the Metropolitan Redevelopment Authority (MRA) and the Western Australian Land Authority (WALA).

This is a pivotal senior leadership role where you will influence strategy, drive financial excellence and ensure robust financial governance, transparency and accountability across the organisation.

As a trusted strategic and collaborative adviser to the executive and key stakeholders, you will be responsible for the end-to-end leadership of accounting, treasury, budgeting, forecasting, financial analysis, taxation, procurement and regulatory compliance. Your ability to balance strategic oversight with operational excellence will be critical to supporting informed decision making and long-term organisational success.

The successful candidate will lead high-performing teams, optimise systems and processes, and build strong relationships internally and externally through the delivery of timely, accurate and insightful financial information.

Responsibilities and Accountabilities

  • Strategic Oversight: Provide strategic specialist advice and make recommendations to the Chief Financial Officer, to assist decision making on financial management and strategic procurement. Shape and execute financial and procurement strategies aligned with organisational objectives.
  • Operational Management: Lead and continuously improve financial and procurement operations across two legal entities.
  • Financial & Treasury Management: Drive the effective management of cash flow, treasury activities and financial risk management.
  • Financial Reporting & Compliance:Ensure accurate and timely reporting in compliance with relevant accounting principles, the Financial Management Act 2006, Treasurer's Instructions, Australian Accounting Standards, legislative requirements, regulations and internal policies.
  • Financial Planning & Analysis:Deliver robust budgeting, forecasting and performance analysis. Oversee the preparation of quarterly and half yearly reports that articulate the financial performance of DevelopmentWA and provide a forward outlook incorporating risks and opportunities to ensure targets are met.
  • Procurement Strategy & Management:Provide strategic procurement and contract management advice. Oversee the development, implementation and management of the Procurement Framework, procurement strategies and action plans that align with the strategic goals and objectives of DevelopmentWA.
  • Stakeholder Management:Build and maintain solid relationships with key stakeholders including but not limited to the Department of Treasury, Financial and Tax Advisors, Western Australian Treasury Corporation, the Office of the Auditor General and their appointed Auditors.

About you:

You are a commercially astute finance leader with a proven track record in senior financial leadership roles. You bring both strategic vision and technical depth, with the confidence to guide decision-making in a complex environment.

You will bring:

  • Degree qualified Chartered Accountant (CA) or Certified Practicing Accountant (CPA) with extensive experience in progressive financial leadership roles.
  • Superior technical proficiency in financial analysis, forecasting and budgeting with demonstrated ability to develop and implement financial strategies that align with overall business goals.
  • Experience in leading the implementation and optimisation of financial and procurement systems (e.g. ERP, budgeting, reporting, contract management and procure-to-pay).
  • Proven capability in financial planning, the application of accounting principles and Australian Accounting Standards, direct and indirect taxation and joint venture accounting.
  • Strong analytical skills with the ability to analyse and critically evaluate key business drivers, priorities and challenges with a focus on continuous process improvement and a keen attention to detail.
  • Working knowledge of procurement, supply management and contract management.
  • Sound decision-making abilities and a strategic mindset to guide financial growth and success for DevelopmentWA.
  • Excellent communication and presentation skills with the ability to convey complex financial concepts to non-financial stakeholders.
  • High level of interpersonal and organisational skills complemented by demonstrated leadership and a collaborative people management style that fosters a results-driven environment.
  • Advanced technical skills and strong experience in accounting systems such as Oracle, Microsoft Office applications and business intelligence tools.
  • Alignment with DevelopmentWA's values and ethics, with a commitment to transparency, accountability and continuous improvement.
