Head of Cyber Security

Knox City Council is looking for a strategic yet hands-on cyber leader to take ownership of our Information Cyber Security Program. You'll be responsible for infrastructure, platforms, controls, compliance, and policy while driving a program of uplift in maturity, resilience, and education across the organisation.

This is a rare opportunity to step into a well-established, respected cyber function with strong executive support, a clear roadmap, and a growing budget.

Please note, this is a 5 year Senior Executive Office fixed-term contract.

What we trust you to deliver

• Lead the delivery of Knox City Council's cyber security roadmap.
• Conduct Cyber Security Control maturity assessments and participate in periodic audits and penetration testing.
• Ensure compliance with frameworks including Essential 8, VPDSS, PCI-DSS, ISO 27001, and NIST CSF.
• Manage and inspire two Cyber Security Analysts, providing clear direction, while mentoring and developing their capability to grow into future cyber leaders.
• Review and validate security and architecture design documentation.
• Strategically manage the cyber security budget to balance investment, innovation, and risk reduction.
• Partner with senior leaders, vendors, and government agencies to ensure resilience, compliance, and best practice.
• Drive cyber awareness and education programs, from phishing simulations to AI readiness training.
• Oversee incident response (CIRT) activities in a 24/7 environment, ensuring critical vulnerabilities are patched and risks managed.
• Translate technical concepts into clear business language, ensuring that cyber is seen as an enabler, not a blocker.

What You'll Bring

• Senior cyber leadership experience with the ability to operate strategically and roll up your sleeves when required.
• Proven capability in managing SOC and threat detection services
• Strong technical knowledge across Microsoft ecosystems, networking, firewalls, endpoint and cloud security, IAM, and SaaS environments.
• A track record of leading incident response, audits, penetration testing, and maturity assessments.
• The ability to influence at Director level - storytelling, business alignment, and strong negotiation skills are essential.
• Curiosity and vision to assess new technologies like AI and influence their safe adoption to deliver real value to the organisation.
• Certifications such as CISSP, CISM, or CISA (or equivalent knowledge/experience).
• Experience in government, higher education, or complex corporate environments (council knowledge advantageous).
