Job Description:

The Sr. Specialist, Global Trade Compliance (Customs) is a full-time position within the Corporate Global Trade function at L3Harris reporting to the Director, Customs Trade Compliance, Global Trade Compliance. This position can be either remote or located in the Arlington, VA or Melbourn, FL offices. A Sr. Specialist is a senior professional with strong knowledge of customs trade compliance and broad knowledge of business processes. This position requires the management of complex tasks and projects with general oversight. A successful candidate shall effectively communicate within and outside of own function to gain cooperation on operational processes, practices, and procedures making moderate to substantial improvements to systems and processes. The team member will contribute to achievement of departmental goals and operating plans with direct impact on the departmental results.

Essential Functions:

  • Administer L3Harris' Customs Trade Compliance Program, Foreign Trade Regulations (e.g., EEI filing) procedures, and ATA Carnet Management Program.
  • Manage customs broker relationships and mitigate risks.
  • Collaborate closely with key business functions to raise awareness and engage Customs Compliance Officials (CCOs), Empowered Officials (EOs), and stakeholders throughout the organization to identify continuous improvement opportunities.
  • Demonstrate working knowledge and ability to interpret U.S. Customs Compliance Regulations, Foreign Trade Regulations, and other PGA regulatory requirements for the import of controlled commodities.
  • Identify trade compliance violations (both reportable and non-reportable) and conduct root cause analysis to implement corrective actions.
  • Support and participate in Compliance Assistance Visits (CAV), customs audits, inquiries, and requests for action (e.g., CF28 and CF29), when applicable, support investigations and corrective action implementation.
  • Develop and maintain strong partnerships throughout various levels of the organization's trade compliance leadership.
  • Support Supply Chain – Category Management in customs brokerage RFPs and the selection process; monitor service providers' performance using KPIs and a metric compliance scorecard, and support periodic performance reviews.
  • Conduct monthly analysis of import activity using various data sources to identify risks and opportunities, or address issues of non-compliance.
  • Assist in training to ensure Customs Trade Compliance practitioners are properly trained on L3Harris corporate policies, procedures, and regulatory requirements.
  • Serve as a subject matter expert resource for trade compliance personnel.
  • Ability to navigate the ACE portal and reporting function (report design, creation and implementation).
  • Travel up to 10-15% including domestic and international.

Qualifications:

  • Requires strong knowledge of customs trade compliance. Typically viewed as having a specialty within discipline. May have broad knowledge of project management. Bachelor's Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.

Preferred Qualifications:

  • Licensed Customs Broker or other professional credential (e.g., Certified Customs Specialist (CCS)).
  • Proven ability to apply export/import regulations in practice and demonstrate their application.
  • Extensive knowledge of current International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Foreign Trade Regulations (FTR), and U.S. Customs Regulations.
  • Effective verbal and written communication skills of complex concepts and processes
  • Ability to apply trade requirements in various complex business scenarios
  • Subject matter expertise in HTSUS classification, valuation, and country of origin.
  • Demonstrated understanding of Incoterms and global logistics.
  • Strong risk assessment and management skills related to export/import compliance, as well as project management skills.
  • Strong attention to detail and outcome-oriented focus; excellent analytical and problem-solving skills. This includes an understanding of business processes and the implications of regulatory requirements upon those processes with the goal of maximizing opportunity while mitigating risk.
  • Ability to perform data mining and ad hoc reporting.
  • Proven ability to build and maintain effective internal and external customer relationships.

In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $62,000-$115,000. For California, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $71,500-$132,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
