Play a key role in delivering large-scale reform and enterprise transformation within a nationally significant government agency. We're seeking a highly experienced Senior Change and Communications Manager to lead integrated change strategies and stakeholder communications across complex, multi-year initiatives.

About the role:

  • Drive enterprise-level change and communication strategies to support the successful rollout of major reform program
  • Lead engagement activities to support cultural, process, and system transitions across the organisation
  • Translate complex reforms into clear, accessible messaging for internal and external audiences
  • Partner with program delivery teams, senior leaders, and operational areas to guide organisational readiness and adoption
  • Lead and mentor a small, agile team responsible for change planning and communication delivery

Key Responsibilities:

  • Develop and implement structured change frameworks and strategic communication plans
  • Guide stakeholder engagement across internal business units and external partners during enterprise reform
  • Coordinate change impact assessments, readiness activities, and engagement workshops
  • Craft targeted communications that clarify intent, support behaviour change, and sustain momentum
  • Measure adoption, feedback and communication effectiveness to inform continual improvement

About you:

  • Proven track record in leading organisational change and communications for complex transformation programs
  • Experience with large-scale enterprise rollouts in government, public sector, or regulated environments
  • Deep understanding of structured change methodologies (e.g., PROSCI, ADKAR) and stakeholder engagement best practice
  • Exceptional written and verbal communication skills, with the ability to simplify complex content
  • Skilled at advising senior executives, managing ambiguity, and delivering in fast-paced environments
  • Experience working in policy, compliance, or reform-oriented settings is highly desirable
