Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission.

Collectively, Victoria's Supreme, County, Magistrates', Children's, and Coroners courts, the Victorian Civil and Administrative Tribunal (VCAT), the Judicial College of Victoria, the Judicial Commission of Victoria, and Court Services Victoria (CSV) are referred to as the 'Courts Group'.

CCV
The County Court of Victoria is established pursuant to the County Court Act 1958. It has original and appellate jurisdiction and is the principal trial court in the State of Victoria. The Court hears over 12,000 criminal, common law, and commercial cases each year. The County Court has unlimited monetary jurisdiction in common law and commercial matters. In its criminal jurisdiction, the Court hears all indictable offences except treason, murder, and related offences.

There are a total of 80 Judges of the Court and over 300 staff, including judicial support staff. The County Court regularly conducts circuit sittings at 12 circuit courts situated in major centres throughout regional Victoria.

About The Role
The County Court of Victoria is seeking an exceptional legal professional to lead its
Law Reform and Policy Team
. This high-impact role supports the Chief Judge, Division Heads, and senior executives by providing expert legal and policy advice on complex and evolving areas of law reform. This is a unique opportunity to shape the way legislative reform is understood and implemented within the Victorian justice system. You'll work closely with the judiciary and senior leaders on matters that uphold the rule of law, access to justice, and the effective administration of the Court.

Commencing early 2026 and offered on a full-time, ongoing basis
As Manager, you will oversee a highly skilled team of legal researchers, a legal policy officer, and publications officers. You will coordinate the Court's responses to legislative and policy reform initiatives, including those of the Department of Justice and Community Safety, the Victorian Law Reform Commission, and Royal Commissions.

Duties

  • Deliver high-quality, evidence-based advice and submissions to the Chief Judge, Division Heads, and the Law Reform Committee on complex legal, policy and legislative issues.
  • Lead a high-performing team of legal and policy professionals to ensure timely, accurate, and detail-focused work that supports the Court's strategic and operational objectives.
  • Lead the preparation of submissions and consultation responses to government and law reform agencies.
  • Evaluate the operational and judicial impacts of proposed legislative reforms and consulting with affected stakeholders across the Court to inform implementation planning.
  • Support the coordination and delivery of new or amended legislation across Court operations, ensuring compliance and consistency in processes and procedures.

About You
To be successful in this role, you will bring:

  • Ideally, at least four years' experience in legal practice or legal policy (public sector experience desirable).
  • Demonstrated ability to provide authoritative legal and policy advice on complex issues.
  • Strong relationship management and negotiation skills across judicial, government, and operational stakeholders.
  • Proven ability to lead, mentor, and develop a high-performing legal team.
  • Excellent judgment, discretion, and understanding of Cabinet-in-Confidence processes.

Qualifications

  • A Bachelor of Laws or equivalent is required.
  • An unrestricted practising certificate is highly desirable.
