This is a full-time permanent position located in Oatlands NSW – Hybrid – 3 days in office & 2 days WFH. Competitive salary plus 12% super & access to generous NFP salary packaging options.

As our Workforce Planning Analyst in the Early Learning stream, you'll play a key role in helping us build a sustainable and future-ready team of educators who make a real difference every day. You'll turn workforce data into powerful insights that guide decision-making, resource planning, and the long-term success of our early learning services.

What you'll be doing:

Reporting to the Business Services Manager – Early Learning, you'll work alongside senior leaders and Service Directors to:

  • Analyse workforce trends, utilisation, and costs to support effective planning and decision-making.
  • Forecast workforce needs in line with Uniting's Early Learning strategy.
  • Collaborate with Finance, Enrolments, and Operations to ensure services remain well-resourced and sustainable.
  • Monitor and optimise staffing mix and roster hours against ideal service models.
  • Track workforce dashboards and flag risks or variances early.
  • Translate complex data into clear, actionable insights for leaders.
  • Build and maintain workforce planning tools, business rules, and documentation.
  • Develop "what-if" scenarios (e.g. enrolment changes, EA updates) to inform strategic decisions.
  • Partner with Talent Acquisition to align recruitment pipelines with workforce forecasts.
  • Work closely with Service Directors and Area Managers to action roster adjustments and keep data accurate and up to date.
  • Contribute to initiatives that enhance team culture, reduce turnover, and support educator wellbeing.

Your work will directly impact how we deliver exceptional early learning experiences to children and families across NSW and the ACT.

What success looks like:

  • Rosters are aligned to service demand, with clear reasoning for any exceptions.
  • Workforce forecasts for FTE and costs are accurate, with minimal and well-explained variances.
  • Data-driven insights support timely recruitment and roster decisions.
  • Workforce planning tools are consistently used, accurate, and up to date across all services.

Key responsibilities:

  • Monitor workforce utilisation, costs, and Enterprise Agreement requirements, providing actionable insights and reports.
  • Develop rolling workforce forecasts and scenario models to support proactive planning.
  • Collaborate with Talent Acquisition to align recruitment pipelines with regional and service needs.
  • Contribute workforce insights to support service growth, tenders, and funding proposals.
  • Stay across sector and regulatory changes, sharing updates that impact staffing mix, costs, and planning.

Your Qualifications & Experience

You're a strategic thinker with a knack for turning data into action. You enjoy solving complex problems and thrive in a collaborative environment. You're just as comfortable analysing workforce models as you are talking with service leaders about what those numbers mean for their teams.

You'll bring:

  • Tertiary qualifications in business, HR, analytics or a related field (or equivalent experience).
  • 2+ years' experience in workforce planning, strategy, or operations.
  • Strong analytical and reporting skills, with the ability to tell the story behind the data.
  • Understanding of the early childhood education sector or other people-focused industries.
  • Excellent communication skills and the ability to influence through collaboration.
  • A solutions-focused mindset with a passion for making systems more effective, efficient, and human-centred.
  • A current NSW WWCC

Even better if you have experience with rostering tools, EA frameworks, or sector funding models — but most importantly, you bring curiosity, care, and a drive to make an impact.
