About the role…

The Manager City Assets & Capital Delivery is a senior leadership role responsible for the strategic planning, delivery, and maintenance of Council's infrastructure, asset management, and environmental and waste services. Reporting to the General Manager Infrastructure & Environment, the role oversees three key units - Capital Delivery, Strategy & Planning, and Environment & Waste - and drives the delivery of major projects and service outcomes.

Working closely with Council Members and the Executive Leadership Team, the role ensures infrastructure investment aligns with strategic priorities and community needs. This is a high-impact opportunity for a collaborative, technically skilled leader who is passionate about delivering practical, sustainable results that shape the future of the region.

What you will do…

  • Lead and manage a multidisciplinary team focused on capital works, asset strategy, and environmental operations.
  • Drive the development and implementation of infrastructure, asset, and waste management plans aligned with Council's long-term objectives.
  • Oversee the scoping, planning, and delivery of major infrastructure projects, ensuring quality outcomes on time and within budget.
  • Guide the development of asset management plans and systems, applying best practice lifecycle principles to infrastructure planning.
  • Provide strategic oversight of waste management and environmental programs to support sustainability goals.
  • Ensure statutory, safety, financial and procurement obligations are met across all functions.
  • Build strong relationships across Council, government agencies, industry partners, and the community.
  • Promote innovation, service excellence and ongoing improvement across the portfolio.

What they are looking for…

  • Tertiary qualifications in Engineering, Project Management, or a relevant discipline.
  • Proven ability to lead and manage diverse teams and business units within a strategic and operational context.
  • Extensive experience in infrastructure project delivery and strategic asset management, ideally in local government or a similar setting.
  • Understanding of environmental and waste management operations and practices.
  • Strong capability in business planning, policy development, budgeting, and decision-making.
  • High-level knowledge of relevant legislation, local government frameworks, and industry best practices.
  • Excellent written and verbal communication skills, including the ability to engage and influence stakeholders at all levels.
  • Strong skills in project management systems, asset management tools, and Microsoft Office Suite.
  • Ability to thrive in dynamic environments, adapting effectively to shifting priorities and rapid change while maintaining strategic focus.
