SEA Global (SEA) are seeking a Project Engineer (Offshore Construction) to join our team in October 2025, working from our Perth head office, with the opportunity for site visits. This role reports to the Lead Engineer (Offshore Construction) and supports the execution of the Golden Beach Energy Storage Project. This role will be responsible for the delivery of the offshore subsea construction work, including installation of umbilical, PLEM structure, tie-in spools, well jumpers and subsea flying leads.
The role requires a hands-on and adaptable engineer with strong field presence, coordination skills, experience in offshore construction and installation activities, and an interest in influence from tender phase to installation. The role involves time at the PLEM fabrication site, umbilical manufacturing site and attendance to offshore operations during installation.

About the Client & Project
GB Energy is developing the Golden Beach Energy Storage Project, which is strategically located in Gippsland, Victoria, adjacent to the Longford Gas Hub. The Project will initially produce natural gas from the Golden Beach field in Bass Strait, before transitioning to an underground offshore gas storage facility.
The offshore storage facility will enable new gas to be injected at times of low gas demand (often in summer), and withdrawn again at times of higher demand (usually winter).
Having significant reserves of gas in storage and readily available on peak energy demand days, will help balance the market at times when the wind doesn't blow and the sun doesn't shine. The Project is targeting first gas supply in 2028, before transitioning to a flexible storage facility in 2029.
Key Responsibilities:
General
· Act as the Lead Engineer's local representative during periods of absence
· Participate in HSE and quality inspections / audits; enforce site safety systems
Tendering & Pre-Award
· Support preparation and review of tender documents (subsea valves, umbilical supply, PLEM fabrication and offshore construction work), manage clarifications and update contracts.
· Contribute to the technical and commercial evaluation of contractor proposals.
· Prepare evaluation reports, risk assessments and constructability/schedule reviews
Umbilical Supply, PLEM Fabrication, Tie-in Spool and Well Jumper Fabrication
- Conduct mill/ yard visits and review engineering/manufacturing documentation.
- Attend kick-off meetings, constructability workshops, risk assessments and other workshops required to support the development of work procedures and compliance to regulatory requirements.
- Coordinate subject matter expert (SME) technical support during qualifications and manufacturing.
- Act as project focal point for the GBE QA/QC third-party inspection teams.
- Ensure all EES commitments and safety case requirements are complied with and incorporated in the relevant work procedures.
- Monitor and report on procurement/ fabrication progress, productivity, and quality.
- Identify and escalate schedule or execution risks to the Lead Engineer.
- Coordinate and progress to resolution all technical interfaces inherent to the construction/installation scope.
- Liaise and interface with the GBE offshore detailed design contractor to update engineering deliverables during the execution phase.
- Ensure delivery of subsea hardware and equipment in line with project milestones.
- Interface and support the verification activities by the nominated Independent Verification Body and Marine Warranty Surveyor.
- Interface with the logistics team for the movement of permanent materials
Offshore Construction – Site Support
- Support and coordinate all pre-mobilisation and mobilisation activities.
- Provide engineering support, issue tracking, and site reporting to the Lead Engineer.
- Attend mobilisation activities and offshore construction/ installation operations as requested by the Lead Engineer.
- Coordinate site interfaces between contractors.
- Maintain accurate records of contractor activities and verify milestone progress.
Qualifications & Experience:
- Bachelor's degree in Mechanical, Civil, or Construction Management.
- 8+ years of experience in offshore subsea fabrication/construction/ installation.
- Strong verbal and written communication skills.
Desirable Attributes:
- Ability to contribute to tendering, bid evaluations and contract clarifications.
- Ablility to coordinate contractors confidently in aspects of safety, quality, and documentation.
- Comfortable switching between detail-oriented tasks (technical reviews and document writing) and broader project support (tender evaluations, contract clarifications, site coordination).
- Initiative to solve problems independently on site, but with the judgment to escalate critical issues promptly.
- Exposure to greenfield site construction.
- Comfortable working independently in a site-based role with rotating senior supervision.
- Previous experience working on the Client / Operator side is preferred.
