Primary objective

Provide centralised procurement advisory and support services to client agencies in accordance with Agency Procurement Services'

Service Statement, the Northern Territory Government (NTG) Procurement Framework and Buy Local Policy. Services include

facilitating procurement planning and sourcing activities and providing strategic advice on innovative procurement solutions that

deliver increased efficiencies and outcomes for Government.

Key duties and responsibilities

1. Provide strategic procurement advice and guidance resulting in effective and efficient procurement outcomes and participate

in effective team collaboration to achieve business objectives.

2. Supervise and support a small procurement team delivering procurement services and build procurement capability to enable

the delivery of flexible and accountable services to clients.

3. Prepare procurement planning, sourcing and contract administration documents that meet client agency needs, resolve

enquiries from prospective respondents, and facilitate tender assessments and debriefs.

  1. Build and maintain strong relationships to ensure effective client focused service delivery, including collaborative and

professional relationships with clients, and internal and external stakeholders.

5. Represent the Department of Corporate and Digital Development (DCDD) at procurement and agency forums and contribute

to process improvement activities to develop and embed consistent and contemporary whole of government procurement

services in support of client agency requirements.

  1. Ensure that all outputs are compliant with the requirements of relevant legislation, policies and guidelines, provide performance

and progress reports as required and contribute to the continuous improvement of internal practices and procedures.

Selection criteria

Essential

1. High-level working knowledge, understanding and application of procurement management principles, processes and

requirements in either a public or private sector environment, or demonstrated transferrable skillset to a high standard.

2. High-level interpersonal and communication skills with the ability to influence and communicate complex concepts confidently

and professionally with a diverse range of stakeholders.

  1. High-level written communication skills, including the ability to prepare a wide range of procurement planning, sourcing and

contract administration documents with a high attention to detail.

4. Experience leading or managing others, including capability uplift through mentoring and training in the delivery of services,

motivating team members and sustaining positive relationships.

5. Demonstrated ability to identify issues, provide solutions, initiate action, negotiate, resolve conflict and provide authoritative

advice to achieve outcomes.

6. High level of computer literacy with experience in using Microsoft Office suite of products and procurement, contract

management and information management products.

7. Demonstrated work ethic and attitude, which emulates DCDD values of commitment to service, innovation, ethical practice,

accountability, impartiality, diversity and respect.

Desirable

1. Completion of, or progression toward, an Advanced Diploma of Procurement and Contracting, or equivalent qualifications in a

related discipline.
