The Financial Controller is responsible for the support and delivery of all financial reporting, compliance and fiscal management for HRV Group and associated entities. This includes the delivery of the Annual audit function, Internal audit program, budgeting and planning, treasury, payroll, and monthly Board reporting and variance analysis.

Harness Racing Victoria (HRV) is a statutory body whose role is to oversee all harness racing activity in Victoria. Our mission is to deliver the most sought-after and accessible harness racing that produces financial sustainability, ensures clubs are the heart of their communities and provides equal opportunities for all participants to compete. We also operate a racetrack, accommodation, and entertainment complex (hotel accommodation, functions, bars, and gaming) which is situated in Melton and trading as Melton Entertainment Park (MEP).

KEY REPONSIBILITIES
- Ensure financial activities are managed responsibly and comply with legislative policy, organisational objectives, budget and designated timeframes.
- Manage cash flow and liquidity to meet operational needs.
- Work in collaboration with FP&A team and Senior Managers to identify, develop and implement financial improvement opportunities that meet organisational commitments.
- Oversee preparation of timely and accurate financial reporting and support the ongoing effective business partnering relationship.
- Oversee the annual budget process, providing support and direction as required to the FP&A Manager.
- Oversee all internal, external and Country Club reporting requirements.
- Develop, update and ensure compliance with finance related policies. Conduct regular training sessions to increase policy knowledge across the business.
- Oversee all aspects of financial record keeping, including accounts payable and receivable, end of month journals, and bank reconciliations.
- Set frameworks and process to ensure the delivery of timely and clean annual audits for HRV group and all shared services clubs.
- Preparation of accurate and timely HRV groups annual accounts.
- Ensure compliance with relevant accounting standards, regulations, and tax requirements.
- Coordinate with external auditors to facilitate annual audits and reviews.
- Coordinate with Internal auditors, including preparation of Internal audit strategy and ongoing coordination of the program.
- Maintain robust internal controls and continuously improve the efficiency and effectiveness of financial processes.
- Proactively support a culture of continuous process efficiency to improve the function.
- Foster and develop collaborative and trusted relationships across the organisation and with key stakeholders to enable productive working relationships.
- Lead, develop and build capability performance of the team to deliver high quality, inclusive, responsive and problem-solving partnership service. All while ensuring effective coordination of the work across all functions.
- Model the practical application of Harness Racing in Victoria values.
- Develop and maintain contemporary innovative Finance policies and procedures that ensure governance and compliance with relevant legislative authorities, standards, policies and practices including government Standing Directions.
- Management of the treasury function for functions such as key conduit with the bank
KEY CAPABILITIES
- CA or CPA qualification with a bachelor's degree in accounting, finance, or related field.
- Experience with preparation of Statutory Accounts essential. Relevant Government agency experience highly desirable.
- 10+ years' finance experience in leading the preparation of management reports, budgets and forecasting.
- Demonstrated ability to communicate clearly and succinctly, both verbally and in writing.
- Detail-focused and organised with the proven capacity to take on and deliver on multiple and varied projects and competing deadlines.
- Evidence of good consultation, communication and interpersonal skills, with a demonstrated capacity to work collaboratively with others to negotiate mutually beneficial outcomes.
- Ability to participate collaboratively and constructively within teams, as well as initiative and effective personal judgement when working alone.
- Evidence of solutions focused process improvement.
- Demonstrated understanding of and commitment to the embedding of Harness Racing in Victoria values, mission and vision.
