About the role:
Reporting to the Chief Inspector, this role will develop, implement, and manage a comprehensive recruitment, training, and onboarding program that ensures RSPCA Victoria Inspectors are fully equipped with the skills, knowledge, and compliance required to perform their duties as General Inspectors under the Prevention of Cruelty to Animals Act 1986.
This exciting new leadership role offers a rare opportunity to help shape the next generation of Inspectors responding to animal cruelty cases across Victoria during a period of change as we transition to a '2-up' operating model, in which Inspectors attend jobs in pairs rather than individually, for improved safety and in line with modern enforcement standards. The role will contribute to the ongoing training and competency of our Inspectors now and into the future.
This position will require full-time onsite attendance at RSPCA Victoria's Burwood East headquarters during peak training delivery periods.
Duties and Responsibilities:
- Design and Deliver Training: Develop and regularly review and deliver a comprehensive onboarding and training program covering key areas such as animal welfare legislation, investigations, safety, reporting, and conflict resolution.
Recruitment Support: Collaborate with the Inspectorate Leadership and People & Culture teams to manage end-to-end recruitment, ensuring Inspectorate roles are filled to meet operational needs.
Training Needs Analysis: Identify current and future training needs in partnership with leadership to support Inspectorate capability and strategic goals.
Onboarding and Performance Monitoring: Support and monitor new Inspectors during onboarding and probation, providing feedback and guidance to ensure successful integration and performance.
Compliance and Record Management: Coordinate training, requalification, and mentorship to maintain required skills, qualifications, and regulatory compliance, while ensuring accurate training records.
Stakeholder Collaboration: Work closely with internal stakeholders, including the Learning & Development Manager, to align training initiatives with organisational standards and values.
Culture and Values: Promote a positive, inclusive, and collaborative work environment aligned with RSPCA Victoria's values and policies.
What We Are Looking For
- Strong communication and stakeholder engagement skills.
- Experience in recruitment, onboarding, and training - preferably in animal welfare, compliance, or law enforcement.
- Knowledge of investigations and regulatory compliance.
- Highly organised with the ability to manage multiple priorities in a fast-paced environment.
- Ability to adapt training for different learning styles.
- Collaborative team player with strong problem-solving skills.
- Willingness and ability to complete a 'Train the Trainer' course (if not already qualified).
Highly Desirable:
- Recognised training qualification (e.g. Cert IV Training and Assessment).
- Experience designing and delivering training programs.
- Experience as an Authorised General Inspector under the Prevention of Cruelty to Animals Act 1986 by the Depart of Energy, Environment and Climate Action.
Recruitment Requirements:
- Valid Victoria Driver's License
- Ability to obtain and hold a valid Victoria Firearms' Licence
- Willing to obtain required vaccinations (Tetanus, Hep B, Q-Fever).
- Pre-employment medical and police check (for external candidates).
Remuneration
Remuneration for this role is paid under a Total Fixed Remuneration and will attract the following salary:
- $123,975 - $128,882 dependant on experience (inclusive of superannuation 12%).
- 3% yearly TFR increase under a current Enterprise Agreement.
Additional Entitlements
- On-call allowance and Time Off in Lieu arrangements.
- 80-hour fortnight with a monthly RDO.
- Living Away from Home Allowance.
